HC disposes of PIL on repair of Jammu roads

JAMMU, Sept 30: The High Court of Jammu & Kashmir and Ladakh has disposed of a Public Interest Litigation (PIL) seeking urgent repair and black-topping of damaged roads and highways in Jammu district, including restoration of the 4th Tawi Bridge, which was severely affected by the heavy rains of August 26–27.
The PIL, filed by Advocate Manik Dutt, had also sought an independent inquiry into the lapses and negligence of authorities in mitigating the aftermath of the downpour, alleging inaction in clearing landslides, debris and damaged stretches, particularly along the Sidhra–Panjtirthi belt and approaches to the 4th Tawi Bridge.
However, the Division Bench comprising Justice Rajnesh Oswal and Justice Rajesh Sekhri observed that the petitioner had not approached the authorities before filing the petition. The High Court ruled that the relief sought could not be considered at this stage and granted liberty to the petitioner to file a detailed representation before the respondents. The Union of India and concerned authorities were directed to consider such representation in accordance with law.
