JAMMU, Sept 26: The Jammu and Kashmir Government has imposed penalties on two revenue officials for their alleged role in illegally mutating state land in favour of private individuals.
The action against Mushtaq Ahmad, then Naib Tehsildar Mishriwala, and Ghulam Rasool, then Girdawar Paloura, was taken on the complaint of Vice-Chairman, Jammu Development Authority (JDA) for the formers’ alleged role in fraudulently transferring 6 kanals of Government land at Paloura, recorded in JDA’s name, in favour of private parties in violation of the revenue rules.
An order issued by the Financial Commissioner (Revenue), J&K, said that a departmental inquiry, conducted under the directions of the Deputy Commissioner Jammu, found that the mutation was attested by Mushtaq Ahmad and entered by Ghulam Rasool with alleged malafide intent.
It said both officials were placed under suspension in December 2022, and their replies during the inquiry were found unsatisfactory.
The order further said that the inquiry officer concluded that the duo misinterpreted a civil court’s injunction and attempted to erase records post-facto, amounting to grave dereliction of duty.
Taking note of the seriousness of misconduct, the Financial Commissioner (Revenue) ordered reduction in rank as penalty for both officials.
The order further said that Mushtaq Ahmad, presently under suspension, will not be posted to any sensitive assignment and will continue under suspension for his role in another illegal attestation case while Ghulam Rasool’s suspension has been revoked, but his period of suspension will be treated as leave without pay, and he has been placed at the disposal of the Deputy Commissioner Jammu.
