Javed Rana flags procedural lapses, irregularities in transfer of teachers

Minister conveys concern to colleague, CM through social media

JAMMU, Aug 21: In the wake of alleged irregularities in transfers of Government teachers, a senior Minister in the Omar Abdullah Cabinet has taken to social media for flagging procedural lapses and policy violation.

In a post on X, Minister for Jal Shakti Department and MLA Mendhar, Javed Ahmed Rana has drawn attention towards alleged irregularities in transfers of teachers in district Poonch and sought intervention of Education Minister Sakina Itoo to review the process.
“Amid uproar over alleged irregularities in transfers of teachers in Poonch by CEO, I have requested Education Minister @sakinaitoo to have the process reviewed,” Rana says in the post.
“Also flagged alleged procedural lapses, unfair reshuffling and policy violations. @OmarAbdullah,” adds the post, which has been tagged to the Chief Minister Omar Abdullah.
This is unprecedented and apparently for the first time since the Omar Abdullah Government has come to power that a Minister has flagged alleged irregularities in the Government department held by own party colleague.
Javed Ahmed Rana and Sakina Itoo are the two senior most Ministers in the Omar Abdullah Cabinet and flagging of alleged irregularities through social media makes it clear that alleged irregularities and procedural lapses in transfers of Government employees is an open secret.
According to the sources, rationalization and transfer norms were allegedly thrown to winds in the recent transfer of teachers in district Poonch. There are some schools where the number of students is less than teachers while on the other hand, several schools with high roll of students have inadequate strength of teachers.
Pertinent to mention that Education Minister Sakina Itoo had convened a high level review meeting in June last and issued instructions for streamlining the education system in Jammu and Kashmir.
In respect of rationalization, both the Directors were asked to complete the process before July 10 to do away with the skewed PTR in urban and rural areas for judicious use of human resources and to overcome the deficiency of teaching staff in the schools.
When contacted, Javed Rana refused to divulge details of alleged irregularities and only said that he had conveyed his concern to the concerned Minister as well as the Chief Minister through social media post.
