JAMMU, June 13: J&K Private Schools Association today highlighted the problems being faced by the small private schools of rural and far flung areas of Udhampur and Reasi districts.
Talking to media persons, here today, the Association president Ajay Gupta alleged that the School Education Department has created bottlenecks for the issuance of NOCs needed for the recognition / affiliation purposes of private schools.
Pertinent to mention that as per SRO 123 of 2010 and SRO 292 (amended SRO 123) of 2018 for the regulation of private schools, NOCs are required from different departments viz Municipal Corporation, IGP Traffic Police, School building safety certificate from PWD, Fire Safety Certificate from Fire and Emergency Department, Chemical Lab Safety Certificate from concerned SDM etc.
A provision of Managing Committee was also laid in SRO123 to monitor and control the functioning of a private school and to ease the process of approval of managing committee SRO123 was amended in 2018 as sub-rule (2) of 292.
“Prior to 2022, there was quick disposal of all files with regard to the approval of the managing committee as the powers were vested to the Director School Education with a provision to dispose of the files with in a period of 90 days but now a days the feasibility of quick disposal is not possible due to the delay in the verification antecedents of the members involved in the managing committee by CID and its allied departments,” explained Ajay Gupta.
The Association appealed to the Lt Governor for his intervention to ease complications and formalities for obtaining the NOCs from different departments. They demanded the delivery of all NOCs from all departments in accordance to the J&K Public Services Guarantee Act, of 2011 and grant of recognition / affiliation to all private schools in time bound manner.
