Tourism Deptt issues guidelines for Shikara operations in Dal

SRINAGAR, Apr 19: In a move to tighten safety protocols for water transport, the Tourism Department has issued comprehensive guidelines mandating strict compliance with safety norms, for all Shikara operations in Dal Lake and other water bodies across Kashmir.
As per the fresh guidelines, the use of motors in Shikaras has been banned, while life jackets for all passengers have been made mandatory, with a warning of strict punitive action-including seizure and suspension-for violations.

According to the order, which has been issued by the Deputy Director Tourism (Registration), the measures are aimed at ensuring the “smooth and responsible operations” of Shikaras amidst the increasing tourist rush and regular water transport activity.
The authorities have also made registration mandatory for all Shikaras and directed that unregistered or unauthorized vessels will be seized immediately.
“It is imperative to make sure all safety rules are strictly followed. To protect the lives of passengers and ensure smooth and responsible operations of Shikaras, the following instructions are being issued for immediate compliance,” the guidelines stated.
Regarding the ban on motors, it has been stated that all Shikaras must operate solely through manual rowing or oars.
“The use of mechanical propulsion is strictly prohibited unless specifically approved by the Tourism Department. Any unauthorized motorized Shikara will be seized,” the guidelines said.
All passengers, including children, must wear properly maintained life jackets before boarding. Operators must carry sufficient child-size life jackets if minors are onboard.
Further, the Shikaras must prominently display their maximum permissible capacity and cannot ferry more than the approved number of passengers under any circumstances. Overloading will attract immediate punitive action.
Regarding visibility and emergency preparedness, it has been stated that Shikaras operating during dawn, dusk, or low visibility must be equipped with navigation lights and waterproof whistles. A basic first-aid kit is also mandatory.
“Operators must stay updated on local weather advisories and avoid operation during high winds or inclement conditions. Any accidents must be reported to the Tourism Department within two hours.”
On fare regulation, the authorities have stated that operators must adhere to the fare rates notified by the Department of Tourism and display rate cards clearly.
“Overcharging or demanding extra payments will lead to suspension of registration and legal action,” it said.
The guidelines also mandate the visible display of registration numbers, emergency contact details of tourism police and rescue teams and valid identity and registration documents.
