JAMMU, Mar 16: A delegation of All J&K +2 PSC Lecturers’ Association Jammu, led by its president Manjeet Chib, called on Sakeena Itoo, Minister for School Education, at her official residence, here today and submitted a memorandum demanding Assured Career Progression.
The delegation apprised the Minister about career long stagnation faced by +2 lecturers as there are no provisions of Non functional / Time Bound Promotion (NFP/TBP) for +2 lecturers.
The delegation also explained that the placement of +2 lecturer as senior lecturer is not actually a promotion but merely a financial incentive in the form of two advance increments which is not In- situ promotion unlike other departments where there are well defined structured career progression scheme in the form of NFP/TBP on the same analogy been granted to Ladakh counterparts very recently.
“The total cadre strength of +2 lecturers is 10330 and only 7 percent Sr lecturers are elevated to the post of +2 Principal in the grade pay of (5600) that too even after rendering 20-25 years of service conditioned if elevated whereas the rest of 93 percent Sr lecturers face acute stagnation and get superannuation in the same grade which is a matter of concern and sort of sheer injustice with direct recruits who constitutes 50 percent cadre strength,” explained Chib.
He further informed Sakeena Itoo that lecturers of 2008 batch appointed through Public Service Commission having high academic and professional credentials are still working in the same grade of Rs 5400 as appointed and there is no possibility of their elevation in next ten years.
Informing the Education Minister that the file pertaining to service recruitment rules was lying with administrative department for the last two years, the delegation sought her intervention in this regard. They also raised the issue of Pay anomaly of +2 Principals and urged her to enhance grade pay of +2 Principals unlike Principals of KVs and bring them at par with +2 Principals of other States and UTs.
The other office bearers, who accompanied Chib, included Sandeep Sharma, Sanjeev Gupta , Sunil Kalsi, Dr Dhanvir Singh Chib and Dr Romesh Sharma.
