JAMMU, Jan 5: The Provincial Clerks’ Association (PCA) today addressed a memorandum to the State Chief Secretary, MI Khandey, seeking expeditious redressal of long outstanding grievances of clerical cadre employees.
The Association president, Krishan Singh, said that due to inadequate promotional avenues available to the clerical cadres, they are facing acute monotonous service prospects thus killing their urges and aspirations to display their talent and skill to prosper further.
He sought reorganization of clerical cadre working in the offices located outside the Civil Secretariat by creating the posts of administrative officers and private secretaries in the offices of Head of Departments, Senior Stenographers in district level offices besides Head Assistants and Junior Stenographers in all other subordinate offices.
The PCA president also sought setting up of training institutes in all districts to impart training to the clerical cadre right from Junior Assistants to acquaint them with rules and regulations in vogue to improve office working.
The other demands of the Association included granting of risk or hard duty allowance to those working as typists, store or record keepers and cashiers, removal of pay anomalies, reservation of promotion quota for SOs and Senior Stenographers in gazetted cadre working in the offices located outside civil secretariat, holding of DPC, granting 10% DA installment due since July 2013 in cash, enhancement of medical allowance from existing Rs 300 to Rs 1000 and retirement age from 58 to 60 years on Central Government pattern.
