Alleged financial mismanagement

SRINAGAR, July 6: Taking serious note of alleged financial mismanagement by then Deputy General Managers (DGMs), Housing Unit number-II, Srinagar, Government has initiated the disciplinary proceedings against the officers.
An order issued in this context said, “sanction is hereby accorded to the appointment of Er Sajjad Naqeeb, incharge Superintending Engineer, PW (R&B) Circle Srinagar/Budgam, Kashmir, as inquiry officer to enquire into the allegations levelled against Bashir Ahmed Mir, then Deputy General Manager, housing Unit Number-II Srinagar (presently executive engineer, SMC) and Aijaj Ahmed Wani, the then Deputy General Manager, Housing Unit Number-II Srinagar.”
The order further said that Er Farooq Ahmad Khan, incharge executive engineer, Landscape Division, Srinagar, shall be the presenting officer in the case.
“The inquiry officer shall submit his report/findings to the Administrative Department along with recommendation within one month from the date of issuance of the order,” read the order.
The order said that during the review of projects executed by J&K Housing Board in Kashmir Province, Bashir Ahmad Mir, who was posted as Deputy General Manager in Housing Unit Number-II of Srinagar on deputation basis, diverted funds to the tune of Rs 161.69 lakh from SDH Banihal and SDH Rohama to PHC Hamam Markoot Baramulla and Syed Janbaz Wali Community Centre Baramulla deliberately without seeking any approval from the competent authority.
“The act tantamount to financial indiscipline leading to financial mismanagement, delay in execution of the project due to non-availability of funds in the project from where funds have been diverted,” read the order.
Further, the Government said that the officer failed to maintain honesty and integrity in discharge of his official duties and had thus acted in a manner unbecoming of a public servant thereby violating the provisions of Rules (3) of J&K Government Employees, Conduct Rules 1971 for which disciplinary proceedings are recommended as contemplated under Rule 33 of J&K Civil Services (CCA) Rules 1956.
Meanwhile, the Government has called upon the officer to furnish his reply to the charges levelled against him within 15 days failing which it shall be presumed that he has nothing to say in his defence.
Pertinently, earlier on June 7, 2023, Government served a memorandum to Bashir Ahmad Mir, the then Deputy General Manager, Housing Unit Number-II Srinagar, while seeking a reply from the latter within 21 days from the date of issuance of the memorandum, and a written statement of defence as to whether he desired to be heard in person.
It was also stated that in case the officer failed to submit a written statement of defence, further action as warranted under rules would follow ex-parte.
