CBI court frames charges against 18 accused

Misappropriation of food grains worth over Rs 11 cr

JAMMU, Mar 20: In the infamous Kupwara food-grain scam, Special Judge CBI Srinagar Jatinder Singh Jamwal has framed charges under Prevention of Corruption Act against 18 accused persons.
The accused persons are Mohammad Zaka-ur-Rab, the then Depot Incharge, FSD-FCI, Kupwara; Hamidullah Mir, Assistant Store-keeper, FCS & CA Kupwara, then posted at FCI Bumhama; Mohammad Gulzar Lone, Assistant Store-keeper FCS & CA, then posted at FCI Bumhama; Haji Ghulam Ahmad Shah (Assistant Director Retd), Tehsil Supply Officer, FCS & CA, then posted at FCI Kupwara; Fayaz Ahmad Lone, Tehsil Supply Officer, FCS & CA, then posted as Store-keeper at Kulangam Grainery; Harpreet Singh, Road Transport Contractor (private person); Balwinder Singh, RTC contractor with FCI (private person); Ashok Kumar, shop-keeper/RTC Contractor (private person); Ganesh Kumar, RTC Contractor FCI (private person); Shub Karan, RTC Contractor and commission-agent (private person); Syed Shah Fahad Andrabi, commission-agent FCI (private person); Parvaiz Ahmad Wani, commission-agent FCI (private person); Khazir Mohammad Mir, Contractor; Abdul Majid Mir, Contractor (private person); Rajiv Kumar (private job); Syed Rafiq Ahmad Andrabi, fair price shop¬keeper (private person); Kishore Chand, Rice-seller (private person); and Gulshan Jain, Proprietor of M/s Viroo Mulk Raj Jain Rice-Mills Pvt Ltd.
As per the prosecution case, the then officials of the Food Corporation of India posted in District Kupwara, entered into a criminal conspiracy with private-persons, including the Road Transport Contractors; Commission-agents and others, and in pursuance thereof they cheated the FCI by misappropriating the stocks of food grains at Food Storage Depot (FSD)-FCI, Kupwara by abusing and misusing their official position/s in league with one another.
In this way, they defrauded the FCI of a huge amount, approximately in the sum of Rs.11,05,70,817 and accordingly the accused persons committed the offences made punishable under Sections 201 & 201 of RPC read with Section 120-B of the code and Section 4(H) & Section 5(2) of the J&K Prevention of Corruption Act.
