JKLGEU urges Govt to delink e-HRM system with drawl of salary

JAMMU, Jan 3: Jammu and Kashmir Lower Grade Employees Union (JKLGEU) has urged the Government to delink e-HRM system with drawl of salary and release pending salary of the employees.
“To usher efficiency and transparency in the Governance system, Government of J&K has undertaken a number of IT interventions and one of them is e-HRM. However, while introducing this intervention, it has unfortunately been linked to drawl of salary and as a result of this, a number of employees, especially lower rung are without salary for last two months and confronting enormous problems for running their day to day affairs,” the Union said in a handout.
The Union alleged that by linking drawl of salary with e-HRM, Government has created a lot of chaos and fear among the employees and rather to be a good initiative, it has proved to be very counterproductive and needs to be re-visited immediately.
“Since custody of service records rests with establishment/DDO and every such order, be it transfer/posting, promotion/demotion, including leave or any other service related matter is being recorded in the Service Book. Therefore, uploading of same must be the sole responsibility of DDO/Establishment rather to force employees to upload such orders, as most of the employees had relied on establishment and did not preserve such orders in absence of such mechanism during those times in past,” the Union emphasized.
The Union led by its president Maqbool Hussain urged the J&K Chief Secretary, Administrative Secretary Finance and GAD to delink e-HRM system with drawl salary and issue necessary directions to the DDO for immediate release of pending salaries of employees. “Wherever some orders are not available with the individual employees, the entries recorded in the Service Books may be taken into account after proper verification,” it asserted.
