J&K not adhering to MHA directions on terrorist incidents/financing data

JAMMU, Aug 13: The militancy infested Jammu and Kashmir has not been adhering to the Union Ministry of Home Affairs’ directions on uploading terrorist incidents and terrorists financing data on the exclusive portal launched by the Union Government despite being aware of the fact that centralized database is imperative for the Central and State agencies to coordinate better.
The ambitious online Terrorist Information System developed by the National Crime Records Bureau (NCRB) in consultation with the Ministry of Home Affairs was launched in the month of March this year in order to have a mechanism for the creation and maintenance of a centralized database on terrorist incidents including terrorist financing cases. The objective behind this was also to make it easier for one agency to know what the other is up to.
Soon after the launch of Terrorist Information System, all the Central and State law enforcement agencies were directed to upload the data directly to the server through the link that was provided to the website of the Ministry of Home Affairs. Even the user IDs and passwords were provided to all the States asking them to feed the TIS portal with all details relating to terrorists and terror incidents.
States are expected to upload all details, which include physical features, fingerprints and photographs of accused, brief case summary of terror incidents, status of appeal in court, surrender application if any of terrorists and financial transactions among the accused so that each one of them can get details of any terror incident in the country with just a click of mouse after logging onto the Terrorist Information System website.
Though 15 States/Union Territories have uploaded the data relating to terrorist incidents and five States/UTs have uploaded data on terrorist financing cases, Jammu and Kashmir has not uploaded data in any of these categories till date, revealed MHA’s latest information.
Not only on TIS front, the performance of Jammu and Kashmir has also been slack towards launching Crime and Criminal Tracking Network and System (CCTNS), whose aim is to create a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adopting principle of e-governance.
Under this project, an amount of Rs 2802.97 lakh has been allocated to Jammu and Kashmir against which Rs 963.35 lakh have been released till date. Against 294 sites proposed to be covered under this project, site preparation exercise has been completed in respect of 40 but not even one of them has been commissioned till date, the data said. However, a total of 17784 police personnel have been trained in CCTNS.
The slackness is notwithstanding the fact that objectives of the CCTNS project are to provide enhanced tools for investigation, crime prevention, law and order maintenance; increase operational efficiency by reduction in manual processes; create platforms at State and Central levels for sharing crime and criminal information and improved service delivery to the public/citizen/stakeholders.
The CCTNS project can enable the police officers to search for persons of interest such as persons wanted on outstanding warrants, habitual offenders and convicts.
When contacted, a senior officer of the Jammu and Kashmir Police confirmed that State was not uploading data on TIS. “This is still at infancy stage and will take some more time”, he said.
