JAMMU, Nov 15: The Jammu and Kashmir Government today approved apportionment of 11,189 employees in a total of 33 Departments to the Union Territory of Ladakh, the highest being 4131 in the School Education Department. At the same time, the Government recalled 22 officials from Ladakh to J&K.
Three separate orders to this effect were issued today by Commissioner/Secretary General Administration Department (GAD) Manoj Kumar Dwivedi.
The apportionment of 11,189 employees formally from Jammu and Kashmir to Ladakh was ordered by the Government here after the concerned Administrative Departments furnished verified details of employees.
Erstwhile State of Jammu and Kashmir was divided into two Union Territories of J&K and Ladakh on August 5, 2019 and since then apportionment of assets, liabilities and employees was being completed between the two UTs.
Out of 11,189 employees apportioned to Ladakh, the maximum 4131 belonged to the School Education Department, 1943 to Home Department, 1753 to Health and Medical Education and 943 to Animal/Sheep Husbandry and Fisheries Department.
Employees apportioned to other Departments include 444 in Jal Shakti Department, 374 in Power Development Department, 326 Youth Services and Sports, 263 Public Works, 224 in Finance, 158 Rural Development and Panchayati Raj, 128 in Housing and Urban Development, 42 in Agriculture Production & Farmers Welfare, five in ARI & Trainings, 24 in Culture, 100 Cooperatives, seven Election, one each in Hospitality & Protocol, Horticulture and Floriculture, Parks and Gardens, 24 in Food, Civil Supplies and Consumer Affairs, 67 Forest, Ecology and Environment, 17 General Administration Department (GAD), four Higher Education, 28 in Industries & Commerce, 40 each in Skill Development and Information Department, 51 Labour and Employment, seven Law, Justice and Parliamentary Affairs, eight Mining, two Social Welfare, 27 Tourism and four in Transport Department.
As per the order, the GAD Ladakh has shared representations of 3369 employees working there which are being verified with concerned Administration departments for verification/authentication and will take more time for finalization.
“Employees of PSUs, Corporations and other autonomous bodies haven’t been included in the instant apportionment process and their call shall be considered in terms of Section 92 of J&K Reorganization Act 2019.
The GAD further ordered that employees already serving in any of the two UTs to which they have been apportioned shall continue to serve there while the employees apportioned to the UT of Ladakh and continuing their service in J&K shall be relieved by the concerned Administrative Department immediately.
However, the order said, the employees apportioned to the UT of J&K and continuing their service in Ladakh shall continue to do so till further orders and their repatriation shall be considered separately on case to case basis.
In another significant decision, the Government recalled 22 officers/officials who were currently on deputation to Ladakh to Jammu and Kashmir will report to the Finance Department for further posting.
However, the same number of officers have been deputed from the Finance Department to Ladakh for further posting. They shall be entitled to the incentives.
Meanwhile, through another order, the GAD today notified 221 Gazetted and 1535 Non-Gazetted posts as transferred to Union Territory of Ladakh.
“The matter regarding listing of additional posts was taken up with the Union territory of Ladakh which provided the list of posts identified for their transfer to them.
“Consequent upon the approval of the Competent Authority, the School Education Department has transferred 1284 Non-Gazetted posts (Teacher Grade II & III) to the Union territory of Ladakh, against 1320 Non-Gazetted posts listed by it,” the order said.
“The listing in respect of 221 Gazetted and 1535 Non-Gazetted posts transferred to Union Territory of Ladakh is hereby notified, which shall be in addition to the 1284 Non-Gazetted posts transferred by the School Education Department and shall also be subject to any modification, in consultation with the Union territory of Ladakh,” the order said.
