JAMMU, Aug 12: Ashwani Kumar Chrungoo, senior BJP and KP leader, called on the Chief Secretary, JKUT, Arun Kumar Mehta at Srinagar today and apprised him about a number of issues pertaining to the displaced employees and particularly the salary cut issue of the recently selected candidates under the PM Employment Package.
He informed CS about the aspirations of these candidates who observed “that the recent order of GAD 586JK (GAD) of 2021 making S.O. 194 applicable to all those recruits who joined are going to join on or after 17/06/2020 is completely arbitrary, full of contradictions and irrational and needs to be withdrawn immediately.
The candidates under the PM package are explicitly a specific class of recruits under the Government scheme, and applicability of S.O. 194 is the antithesis of the recruitment scheme. The Order issued on 7 July 2021 doesn’t provide any rationale which generally all types of orders and circulars give”.
It alters the position of the last 10 years in respect of the package recruits by introducing a cut in their salaries while asking the employees to give a number of undertakings which differentiates them from the general recruits in J&K. The order is also the antithesis of what the LG asked the administration and the staff to do. It creates a ‘class within a class’ with a motive and design to discourage the recruits from joining their services in the Valley and puts a heavy burden on their shoulders who opt to go to the Kashmir under the package without any Government accommodation and the normal benefits available to the general recruits.
The issue of promotions to the JEs working under the PM’s package for the last 10 years is also pending and they have been victimized for no fault of theirs making them second class citizens.
Such orders should be revoked immediately which otherwise are tantamount to bias, apartheid and gross discrimination against them, he added.
The instructions passed on by the LG to the bureaucracy and other officers explicitly maintain that the benefits should be extended to the PM package employees on priority. Unfortunately, his words are not supported by the actions on ground.
Chrungoo also took up the issues of some employees whose cases have been adjudged by the higher courts but the necessary action has not been taken till date.
