JAMMU, July 4: Delimitation process will open new vistas for the discriminated sections of society in J&K and will also determine the intent of the Indian state towards the displaced Kashmiri Pandit community.
This was stated today by Ashwani Kumar Chrungoo, senior BJP and KP leader, Incharge Department of Political Affairs and Feedback, J&K-BJP, while addressing a webinar on the topic “Delimitation in J&K with a special reference to the minorities of Kashmir Valley & Delimitation Commission’s proposed visit to J&K”.
The webinar was organized by JKUT Webinar Group. Among others, it was attended by Utpal Kaul, Kuldeep Khuda, Advocate Ashok Bhan, Vijay Kashkari, Advocate Sanjay Raina, Yoginder Kaul, Rajkumar Khajuria, R K Mattoo and Virender Raina. Prof Ritu Bakshi conducted the proceedings of the webinar.
Chrungoo said that the concerned organs of the Indian state should reserve or nominate five seats for the minorities of the valley in the Assembly of the UT of J&K in all important process of Delimitation along with reservation and nomination of one seat each in the Lok Sabha and the Rajya Sabha respectively for them. He said this will eventually empower the community politically and provide it the much awaited justice which deluded them for the last seven decades consistently.
The other speakers opined that though there is no provision for reservation for religio-ethnic minorities or groups in the constitutional scheme of things but equally there was no idea in the minds of the founders of the constitution that any section of the people will be forced to live as refugees in their own country after the 1947 unfortunate events.
“Unbelievable and unforeseen situations lead the vibrant societies and nations to go for a new thinking. Extraordinary situations demand extraordinary solutions and the necessary political will in this context can be expressed by the effective constitutional amendment as did happen in the case of abolition of Article 370/35A and the related issues,” they said.
