No study leave without prior approval

JAMMU, Dec 18: As the Lt Governor takes cognizance, the Government of Jammu and Kashmir has asked all the Administrative Secretaries to ensure that no officer or official is allowed to proceed on study leave without prior approval of the competent authority.
A circular in this regard was issued today by the General Administration Department, according to which, it has been observed that the Government employees of various departments proceed on study leave for pursing higher studies in institutes within the country and even abroad, pending formal sanction/approval of the competent authority. As a consequence of this, these cases are placed for approval before authorities on post facto basis.
Taking cognizance of the matter, Lt Governor Manoj Kumar Sinha has desired that in future no Government employee shall proceed on leave without prior permission of the competent authority.
According, read the circular, it is impressed upon all the Administrative Secretaries to ensure that the study leave cases are forwarded to GAD in advance so that the same are decided within the stipulated time frame and no officer/official shall be allowed to proceed on study leave without prior approval of the competent authority.
