JAMMU, Jan 4: Following clearance by the Departmental Promotion Committee (DPC), the Administrative Council of the Union Territory Government would soon take call on promotion of two senior IPS officers as Director Generals of Police (DGPs), four as Additional DGPs and one each as IGP and DIG while out of four IPS officers whose return has been sought by the UT Government, two joined the services today and two others were likely to proceed on Central deputation after clearance by the Union Ministry of Home Affairs.
Official sources told the Excelsior that the DPC has cleared the promotion of Lalat Indu Mohanty, an IPS officer of 1989 batch presently Additional DGP in J&K and posted as IGP (Operations) BSF in New Delhi and Dr B Srinivas, Additional DGP CID, an IPS officer of 1990 batch, as DGPs.
Mohanty’s promotion was approved from January 1, 2019 and Dr Srinivas’ from January 1, 2020, sources said.
They added that all four Inspector Generals of Police (IGPs) of 1995 batch, have been cleared for promotion as Additional DGPs by the DPC.
They included Dr Shiv Darshan Singh Jamwal, presently posted as Director Sher-i-Kashmir Police Academy (SKPA), SS Khandare, Police Head in Union Territory of Ladakh, Rajesh Kumar, IGP CRPF (Operations) Kashmir and T Namgayal, who returned from the Central deputation today where he was posted in the Special Protection Group (SPG).
All of them are Regular Recruits.
Uttam Chand, DIG, lone IPS officer of 2002 batch in Jammu and Kashmir cadre and presently on deputation with the Government of India posted as Deputy Secretary in the Cabinet Secretariat, has been cleared for promotion as the IGP on proforma basis.
Amit Kumar, DIG Headquarters and an IPS officer of 2006 batch, has been cleared by the DPC for promotion from officiating DIG to DIG.
The DPC proposal, cleared recently, will require final approval by the Administrative Council of the Union Territory. Following the Council nod, the promoted officers will get new postings.
With two new DGPs on cards, Jammu and Kashmir will have six full-fledged serving DGPs though three of them were on Central deputation.
Navin Aggarwal, an IPS officer of 1986 batch is on Central deputation where he is posted as CEO/Director Anti-Doping Agency, Department of Sports while Shiv Murari Sahai, an IPS officer of 1987 batch was posted as Joint Secretary in National Security Council Secretariat (NSCS).
Dilbag Singh and VK Singh, both IPS officers of 1987 batch are posted as the DGP and DG Prisons respectively.
Of two Additional DGPs cleared for promotion as DGPs, Mohanty is on Central deputation with the BSF while Dr B Srinivas is posted as Additional DG CID in Jammu and Kashmir.
Meanwhile, the Union Territory Government had sought return of four IPS officers from the Central Government and, of them, two joined their services today.
They included Gareeb Dass ‘GD’, an IPS officer of 1997 batch, who was posted as Director (Vigilance) Railways Board and T Namgayal, an IPS officer of 1995 batch, who was on Central deputation in the Special Protection Group (SPG).
The Union Territory Government has also sought return of Nitish Kumar, an IPS officer of 1999 batch in the rank of IGP, presently posted in the Cabinet Secretariat and Keshav Ram Chaurasia (2003 batch) posted as DIG in the Central Bureau of Investigations (CBI), New Delhi. However, there has been no word from the Centre so far on their return.
Meanwhile, two IPS officers were likely to proceed on the Central deputation including Swayam Prakash Pani, IGP Armed Kashmir, who was till recently posted as IGP Kashmir and SSP Jammu Tejender Singh. Pani belongs to 2000 batch and Singh 2008 batch.
They could be posted in the National Investigating Agency (NIA).
Sources said whenever the Administrative Council approved promotions of senior police officers to the rank of DGPs, Additional DGPs, IGP and DIG as cleared by the DPC and return of officers from the Central deputation, a reshuffle will become imminent in the Police Department.
