73rd Amendment

Sir,
The incorporation of 73rd Amendment in the Panchayati Raj Act is a step towards empowerment of Panchayats and people at grass root level.
Though the State Government has devolved some powers to these institutions, but Panchs and Sarpanches were not satisfied with them. They felt handicapped to carry on their developmental works with 73rd amendment. It therefore remained a bone of contention between the Government and the PRIs. Besides, it also became an issue with the two coalition partners Congress and the National Conference.
The Chief Minister Omar Abdullah deserves appreciation for playing an important role in convincing the NC legislators of the importance of the Act. He said, “there is no harm in incorporating all the provisions of 73rd Amendment in order to empower the people. The essence of democracy lies in empowering people to draw blue prints of development.”
Now when the Budget Session is on, the coalition Government and the opposition  parties should pass the Bill unanimously.
