There is countrywide shortage of police force to the tune of 5.5 lakh police personnel. The law and order situation in the country has deteriorated since 2009. The number of crimes has risen to 26,47,722 in 2013 from 21,21,345 in 2009. According to the Home Secretary, the main reason of such an increase in just four years is the inadequacy of police force who is assigned the responsibility of containing crime. The Government and the civil society are alarmed about the rise in the crime rate in the country and especially crime against women threatens the society in face. The Home Secretary has sent letters to the States including Jammu and Kashmir imploring them to fill the vacancies and further strengthen law and order situation. However, this may be true and the vacancies should be filled but there is more to what meets the eyes. In the first place we need resources to fill and maintain 5.5 lakh vacancies. Secondly, and equally important is the training and equipment of this manpower. The training has to be along modern lines especially in fighting terror and crime against women and children and secondly, the new recruits need high rated training because traditional training is no more suiting present situation. The nature of crime and methodology has changed in view of vastly modernized information technology. Therefore, while filling vacancies all related aspects have to be kept in mind.
