SRINAGAR, Oct 23: State Cabinet, which met under the chairmanship of Chief Minister, Omar Abdullah here this afternoon ordered promotions, transfers and postings in the administration with immediate effect. It also extended period for submission of report by the Cabinet Sub-Committee on the creation of new Administrative Units.
The Cabinet approved promotion of P G Dhar Chakraborty to the Fixed Scale of IAS with effect from January 2, 2012. Similarly, Cabinet approved promotion of Atal Dulloo and Umang Narulla (IAS officers of 1989 batch) to the Higher Administrative Grade with immediate effect.
Upon their promotion, Dulloo and Umang Narulla will be designated as Principal Secretaries to the Government.
The Cabinet also accorded sanction to the appointment of Ishtiaq Ahmed Hamal, Chief Engineer PMGSY Kashmir as Development Commissioner (Works) with immediate effect.
It also approved regular promotions of Chief Engineers (Civil). Mohammad Hussain Sheikh has been promoted with effect from 18-05-2007, Ishtiaq Ahmed Hamal from 23-04-2008, Khalid Muzaffer Mir from 04-08-2008, Deputy Lal Sharma from 21-11-2008, Shadi Lal Bhat from 09-12-2009, Madan Mohan Gupta from 09-12-2009, Bimal Tickoo from 09-12-2009, Tehseen Mustafa from 09-12-2009, Anoop Koul from 14-07-2011, Mushtaq Ahmed Lone from 14-07-2011 and Abdul Hamid Sheikh with effect from 24-11-2011.
The Cabinet also approved promotion of R S Sodhi, Director Fire and Emergency Service to a common pool post with immediate effect. It also accorded sanction to the promotion of Tasneem Maajid to the Super Time Scale of the Jammu and Kashmir Administrative Service with effect from 04-09-2013.
The promotion of Ajay Singh Jamwal to the Special Scale of KAS on notional basis with effect from19-10-2011 and on substantive basis from 14-12-2011, promotion/regularization of Rajesh Kumar Dogra, Joint Director Fisheries (presently working as Incharge Director Fisheries) as Director Fisheries with effect from 01-09-2012 and promotion of Bashir Ahmed Wani (Retd KAS) to the Special Scale of KAS on notional basis with effect from 01-06-2009 and on regular basis from 12-02-2013 also received the nod of Cabinet.
Similarly, the Cabinet also approved promotion of Mohammad Ashraf Bhat to the Time Scale of Jammu and Kashmir Administrative Service on notional basis with effect from 29-09-2008 and on regular basis prospectively and promotion of Rakhpal to the Time Scale of KAS on notional basis from 01-01-2013 and on regular basis from 07-10-2013.
The Cabinet also ordered transfers and postings of five officers with immediate effect.
Farooq Ahmed Khan, Director Social Welfare, Kashmir has been transferred and posted as Director Panchayat Raj, Department of Rural Development and Panchayat Raj against an available vacancy.
Nisar Hussain Wani, Additional District Development Commissioner, Kulgam has been transferred and posted as Director Social Welfare Kashmir. Madan Mohan Gupta, Joint Development Commissioner, Works, Public Works (R&B) Department has been transferred and posted as Chief Engineer, PMGSY, Jammu vice Sheikh Abdul Hamid.
Bimal Tickoo, Chief Engineer, Mughal Road Project has been transferred and posted as Chief Engineer, PMGSY, Kashmir vice Ishtiyaq Ahmad Hamal. He will however, continue to hold the charge of the post of Chief Engineer, Mughal Road Project till further orders.
Sheikh Abdul Hamid, Chief engineer, PMGSY Jammu has been transferred and posted as Chief Engineer, R&B Jammu relieving Tehseen Mustafa, CEO, ERA of the additional charge.
The Cabinet also extended the period for filing of report by the Cabinet Sub-Committee on creation of new Administrative Units till November 30, 2013 and creation of five posts of Lectures in Government Higher Secondary School Padum, Zanskar.
