14 civil, police officers transferred

*6 DIGs promoted as IGPs

JAMMU, Feb 24: In a significant late night development, the Government has appointed senior IPS officer K Rajendra Kumar as Special Director General in Police Headquarters.
The State Cabinet today also ordered transfer and postings of 14 officers in civil and police administration and promoted six DIGs as IGPs. It also granted one year extension to Dr Rafiq Ahmad Pampori, Principal Government Medical College, Srinagar.
Official sources told the Excelsior that the Government has ordered posting of Mr Rajendra, who was presently holding the charge of Prisons Department, as Special DGP in the Police Headquarters.
Recently, the Government had promoted Mr Rajendra and PL Gupta from the rank of Additional DGPs to DGPs.
Mr Rajendra has held the prestigious posts of IGP Jammu, IGP Srinagar and IGP CID among others.
The Cabinet which met here under the chairmanship of Chief Minister, Omar Abdullah approved promotion of 6 IPS officers of 1996 batch to the Super Time Scale as IGP. The promoted officers included Avtar Singh Bali, Sham Lal Sharma, Jagjit Kumar, Shafqat Ali Watali and Mubarik Ahmed Ganie with effect from 01.01.2014 and J.P Singh has been promoted prospectively.
The Cabinet approved one year extension in the service of Dr Rafiq Ahmad Pampori as Principal, Government Medical College Srinagar beyond his date of retirement on superannuation.
Khurshid Ahmad Ganaie, awaiting orders of posting  in the General Administration Department, has been posted as Financial Commissioner and Secretary to the Government, Industries & Commerce Department.  He shall take charge of the post on the  retirement of Farooq Ahmad Factoo, Commissioner/Secretary to the Government, Industries & Commerce Department, on 28.02.2014.
Basharat Saleem, Member, Services Selection Board, has been transferred and posted as Registrar,  Cooperative Societies, against the available vacancy.
M.S. Choudhary, Programme Officer, ICDS Project, Poonch, has been transferred and posted as Director, Social Welfare, Jammu.  He shall take charge of the post on the retirement of M.H. Bhatti on 28.02.2014.
Hemant Kumar Lohia, IGP, Director, SSG, has been transferred and posted as IGP, Technical Services, against an available vacancy.
Mukesh Singh, IGP, awaiting orders of posting,  has been posted as IGP, Human Rights,  in place of Dr. Kamal Kumar Saini, who is due to retire on February 28, 2014.
Sunil Kumar, IGP, awaiting orders of posting, has been posted as IGP Armed/IR, Kashmir against an available vacancy.
Danesh Rana, IGP, awaiting orders of adjustment has been posted as Director, SKPA, Udhampur, relieving Parminder Singh, Joint Director, SKPA, Udhampur, of the additional charge of the post.
Ashok Kumar Atri, DIG, Homeguards, Jammu, has been transferred and posted as DIG Rajouri/Poonch Range, against an available vacancy.
Parminder Singh, DIG, Joint Director, SKPA, Udhampur, has been transferred and posted as Director, SSG, J&K, vice Mr Lohia.
Basant Rath, DIG, awaiting orders of posting, has been posted as DIG, Homeguards, Jammu, vice Mr. Atri.
Ghulam Hassan Bhat, DIG, awaiting orders of posting, has been posted as DIG NKR, Baramulla.
Syed Kifayat Haider, DIG, awaiting orders of posting, has been posted as DIG, CID, Kashmir, against an available vacancy.
Zubair Ahmad Khan, SP, Baramulla, has been transferred and   posted as Commandant, IR, 6th Bn., against an available vacancy.
