DSEK issues guidelines; bridging gaps focus

Srinagar, Jan 13: The Government today announced that winter tutorial programmes will be made operational in Government-run schools in Kashmir for students of Classes 9 to 12 during the 2025-26 academic session.
In this regard, a communication issued by the Directorate of School Education Kashmir (DSEK), stated that the initiative aims to meet academic requirements and bridge subject-wise learning gaps among students at the secondary and senior secondary levels.
According to the communication, winter tutorials will be organised exclusively for students of Classes 9 to 12, based on academic needs and the availability of competent teachers.
As per the directives, tutorial centres will be established in centrally located and easily accessible schools to cater to the maximum number of students from respective catchment areas, with preference given to institutions having adequate infrastructure, heating arrangements and ICT facilities.
The directorate said student enrolment will be permitted only with mandatory parental consent and declaration.
The prescribed student-teacher ratio has been fixed at 1:40 for Classes 9 and 10, and 1:45 for Classes 11 and 12. Each subject will be handled by a single teacher, with a minimum enrolment of 35 students per subject.
As per the DSEK experienced and meritorious lecturers, masters and teachers will be deployed from within schools, clusters or complexes, taking into account experience, subject expertise, pedagogical competence and student acceptability.
The tutorials will primarily focus on remedial instruction and consolidation of core concepts rather than syllabus completion, with emphasis on addressing learning deficits identified through classroom interaction and assessment.
The order further stated that officers engaged in the winter tutorials will be eligible for incentives under Rule 27 of the J&K Civil Services (Leave) Rules, 1979, subject to certification by the concerned Drawing and Disbursing Officers, CEOs or Joint Directors, and verification by teams constituted at the Directorate level.
The operational timing for the winter tutorials has been fixed from 11:00 am to 3:00 pm, unless otherwise notified by the Directorate.
