NEW DELHI: Vice President and Rajya Sabha Chairman Hamid Ansari today presented the Outstanding Parliamentarian Awards to Finance Minister Arun Jaitley, veteran Congressman Karan Singh and JD(U) chief Sharad Yadav in the Central Hall of the Parliament here.
Speaking on this occasion he gave expression to his agony over frequent disruptions of Parliament proceedings wishing that “debaters prevail over disrupters.”
“May the example of these outstanding parliamentarians persuade others to emulate them and discover the power of cogent word over din!! May the Parliament of India revert more purposefully to the role assigned to it by the Constitution and the healthier practice of those who preceded us!!!”, the Vice President said .
He said Parliament was a forum for debate, discussion, legislation and accountability, and all of these required the ability to advocate one’s viewpoint cogently, knowledge of the subject and an ability to present it succinctly.
Mr Ansari underlined that a good debater was one who had the power to persuade, impress and transform, had the capacity to touch the audience emotionally and possibly even bring about a change of mind.
A outstanding parliamentarian, besides possessing these virtues in ample measure, was thoroughly familiar with the rules, procedures and precedents of the House and has the ability to use them deftly to his or her advantage, he added.
“The three Hon’ble Members selected for the awards today possess these attributes and have put them to excellent use over a period of time. Yet each is unique in regard to background, experience, oratorical skill, persuasive methodology. Together, they are studies in contrast,” the Vice-President said.
He congratulated Mr Jaitley, Dr Singh and Mr Yadav on the recognition bestowed on them. (AGENCIES)
