Violations of Govt’s directives at GMC; Admn raises issue

*Says ‘gross violation’ of some tasks; seeks compliance

Srinagar, Mar 27: The administrative setup of the Government Medical College & Associated Hospitals (GMC&AHs), Srinagar, is facing “grave” violations of the directives issued by the Government, which distinctly state the roles and responsibilities of administrators in medical colleges.
The violations on the part of the concerned officers, which appear to overlook the distinctions made in the roles by the Government, have now prompted the Administrator, GMC&AHs, to issue a communication detailing the matter and seeking necessary compliance from the concerned.
“From the day of assumption of the charge of Administrator, Associated Hospital, GMC, Srinagar, the undersigned noticed/observed that there has been a gross violation of some tasks/responsibilities assigned/allocated in the Govt. order,” noted the communication issued.
The Administrator has observed that some communications from various subordinate offices “are not being disposed of timely, which affects efficient workflow in the system and causes delays in administrative matters.”
As of now, it appears that the concerned officers at the GMC&AHs are not ensuring adherence to the proper hierarchy in consonance with the Government directives issued in February 2022, leading to delays.
In the communication, a copy of which has also been sent to the Secretary, H&ME Department, the Administrator of GMC&AHs has also referred to Govt. Order No: 77-JK (HME) of 2022 Dated: 09-02-2022, which stated the roles and responsibilities of Administrators of various medical colleges of Jammu/Srinagar with regard to the functioning of the Administrative framework.
The order noted that the positions of Administrators, Personnel Officers, and Administrative Officers have existed in Medical Colleges, Srinagar, and Jammu for the purpose of assisting the Principals of these Medical Colleges to relieve them of day-to-day routine administrative matters.
The GMC&AH Administrator, however, said that from the day of assumption of the charge “the undersigned noticed that there has been a gross violation of some tasks/responsibilities assigned/allocated in the aforementioned Govt. order.”
While listing out the areas where the violation has been observed, it has been stated that among other duties and responsibilities, the Administrators of various medical colleges of Jammu/Srinagar have to look after/supervise the service records of employees (gazetted/non-gazetted), personal matters of all employees (gazetted/non-gazetted), promotions, seniority lists, APRs, departmental enquiries/vigilance cases/in-situ promotions, chairman of local purchases committee, monitoring of funds provided by J&K NHM, budget and planning matters, etc.
“These are fields where negligence has been observed, which need to be followed/abided by under rules. The whole exercise is to ease the burden on the Principal (the executive head of Govt. Medical College, Srinagar).”
The communication stated that by virtue of the said Government order, all previous orders regarding the Administrative matters are superseded and now commanded that the duties, responsibilities, and functions specified shall be at the disposal of Administrators followed by Personnel Officers, Administrative Officers, and other subordinate officers, if any.
In this regard, the GMC&AH Administration has directed all desk officers to implement the instructions passed in the said Government order, which outlines the duties and responsibilities and processes all files relating to the functions in the proper hierarchy of officers.
