Vigilance registers case against PHE Budgam, conducts searches

SRINAGAR/JAMMU, June 20: Vigilance Organization Kashmir has registered a case under Prevention of Corruption Act against PHE Department Budgam and conducted searches in the residential premises of the accused persons.
The case has been registered on outcome of a verification conducted into the allegations that officers/officials of PHE Division Budgam in league with each other and by abuse of their official positions to confer undue pecuniary advantage in favour of the contractors gave total extension of Rs. 60.17 lakh for construction of Chowkidar quarter at Doodhpathri and for construction of spring protection work at head site WSS Gujjar Basti Lanilab without completing the requisite codal formalities under the cover of urgency. The matter of fact is that even after the lapse of two years both the works are yet to be completed.
Accordingly Case FIR No. 13/2017 under section 5(1)(d) r/w 5(2) J&K P.C. Act, Svt. 2006 and Section 120-B RPC in Police Station Vigilance Organization Kashmir was registered followed by a search of the residential premises of the accused persons
Meanwhile, Vigilance Organization Jammu today produced challan against officials of RDD, Block Gandoh in District Doda for alleged misappropriation of public funds under MGNREGA scheme.
Challan in case FIR No.16/2013, under section 5 (1) (d) r/w Sec 5(2) PC Act 2006 and 120-B, 420, 467, 468 & 471 RPC was produced against Mohd Aslam, then Technical Assistant (JE), Baldev Singh, then VLW/Secretary Panchayat (now retired), Punjab Singh, then GRS and Mohd Ayaz, then Sarpanch Panchayat Halqa Gurrekhera Tehsil Gandoh, before the Court of Special Judge Anti-Corruption, Doda.
Verification revealed that during 2011-12, works under MGNREGA Scheme, involving sanction cost of Rs 19.50 lakh were taken up for execution in the Panchayat Halqa Gurekhara. The works were found either un-executed or partially executed during spot inspection and payments were found released in the name of Job Card Holders, who included expired persons, under age students and in favour of persons possessing multiple Job Cards.
During verification, it surfaced that the accused officials by acting in league with Mohd Ayaz Sarpanch Halqa Gurekhara had illegally and fraudulently drawn payments against un-executed/partially executed works under MGNREGA Scheme by preparing fictitious records in respect of Job Card holders shown engaged during execution of these works. On the basis of the verification, the instant case was registered in P/S VOJ. During investigation on the basis of oral and documentary evidence, the allegations were proved against the accused officials who had caused loss of Rs 3.81 lakh to the State exchequer.
After obtaining necessary Government sanction, challan against the accused officials was produced in the competent court of law for their judicial determination. The next date of hearing in the case has been fixed for 18-07-2017.
