JAMMU, Mar 1: A one-day training session for Sub Registrars of Jammu Division was held at the Convention Centre here today, focusing on the legal aspects of the Stamp Act, Smvt 1977.
The training, organized by the Department of Registration in collaboration with the Stamps Department of J&K, aimed to enhance the knowledge of the Sub Registrars, who also serve as quasi-judicial officers, regarding their role in implementing the Stamp Act.
In his address, Bashir Ahmad Bhat, Inspector General of Registration, J&K, emphasized that Sub Registrars should not limit their duties to registration alone but should also act as assessing officers under the Stamp Act.
He highlighted that this training initiative, the first of its kind, is a joint effort between the Registration and Stamps Departments to improve state revenue collection, address potential loopholes, and ensure a stable revenue stream for the Government.
Over 60 participants attended the program, including Registrars, Sub Registrars, State Taxes Officers, Inspectors and Sub Inspectors of the Stamps Department, Tehsildars, and other staff members from both departments.
Resource persons from the Stamps Department delivered presentations on various schedules of the Stamp Act, emphasizing the importance of reading the full contents of deeds rather than focusing solely on their titles.
A detailed discussion on key articles of the Act followed, and the participants had their queries addressed.
The training session was attended by senior officials, including Mansoor Aslam Choudhary, Additional Inspector General of Registration, Jammu; Natasha Kalsotra, Registrar Jammu; Shafiq Ahmad, Deputy Commissioner Stamps Jammu; and Subash Chander, Registrar Samba, among others.
