SVC directs for regular departmental enquiry

SRINAGAR, Mar 10: The State Vigilance Commission has directed Commissioner Secretary  PHE, Irrigation & Flood Control  Department for initiation of  Regular Departmental Enquiry  against officers and Engineers  allegedly involved in mis-management and misappropriation of Government funds released for execution of water supply scheme Malangpora and water supply scheme Jungalnar Shalitokena, Awantipora, Pulwama.
The Commission issued these directions while proceeding on a complaint against Executive Engineer, PHE Division Awantipora and Executive Engineer Mechanical Division South Awantipora in connection withdrawal of huge funds from the Government exchequer in the name of water supply schemes at Jungalnar and Malangpora. These schemes were approved in the year 2003-04 and 2007-08 under ARWSP to provide water facilities to at least nine villages of district Pulwama.
It was alleged that the concerned officers /Engineers despite drawing funds in crores from time to time, have done nothing on ground,  consequently the inhabitants of the villages are still waiting for drop of water. Besides, the records pertaining to PHE Division Awantipora show that underground pipes have been laid but nothing exists on spot, exhibiting that the Government funds have been swindled without fulfilling the purpose. The SVC had directed the District Vigilance Officer (ADC) Pulwama for on spot enquiry and report thereof before the Commission. The report prima facie revealed that although the water supply scheme Malangpora was shown completed in the year 2014-2015,  part of the scheme  was still non-functional owing to ill-planning and malafidies of the concerned officers/Engineers. Likewise water supply scheme Jungalnar, Shalitokina was not well planned resulting in failure of the scheme and wastage of public money at large.
The SVC took serious note of irresponsible approach adopted by the concerned officers/Engineers and directed Commissioner/ Secretary PHE (I&F) for initiation of Regular Departmental Enquiry. It has been further directed that immediate audit and inspection of the schemes be carried out by a team of officers of indisputable integrity.
