Family claims admn assures compensation, job

JAMMU, July 25: The Jammu and Kashmir Police have suspended two cops of the District Special Branch (DSB) and constituted a SIT led by a Deputy Superintendent of Police (DySP) ranked officer to probe into the circumstances that led to the killing of a youth in police firing in Sure Chak area of the district on Thursday.
A magisterial enquiry has also been initiated by the District Magistrate Jammu to ensure a “fair” and “impartial” examination of the facts and circumstances leading to the incident. The SDM Jammu South led enquiry panel will complete the investigation within two weeks and submit a detailed report to the District Magistrate for necessary action.

Meanwhile, the family members of the deceased youth claimed they were also promised a fair compensation and a job for one of the family members of the slain youth. No senior officer, however, confirmed the family’s claim of providing either compensation or the job.
“Pending investigation of the case FIR number 153/2025 registered under sections 109(1), 3(5) BNS and 3/27 Arms Act, Head Constable Baljinder Singh and Selection grade Constable Pawan Singh are placed under-suspension with immediate effect,” read an order issued by SSP Jammu, Joginder Singh.

As per the order, the suspended officers shall remain in DPL Jammu and will deposit uniform articles in DPL store.
“However, they are entitled to draw subsidence allowances as admissible under rules,” the order said.
Further, DySP Headquarters Jammu has been directed to hold a departmental enquiry against the suspended officials and has been asked to complete the proceedings on merit. He has been directed to submit his findings to DPO Jammu for further necessary action.
A senior police officer also confirmed to the Excelsior that while two cops of DSB have been suspended and a departmental enquiry initiated, a SIT headed by SDPO Domana, Mudassar Hussain, with SHO Nagrota, Inspector Parvez Sajjad, SHO Satwari, Inspector JP Singh, SHO Basantgarh, SI Abdul Star, and a senior PO as members, will probe into the allegations of the family members of the deceased youth.
District Magistrate Jammu, Sachin Kumar Vaishya, has also ordered a magisterial enquiry into the incident following an FIR was registered under sections 109(1), 3(5) of the BNS and Section 3/27 of the Arms Act at Police Station Satwari.
“Taking serious note of the incident, as reported by the SSP Jammu, the District Magistrate Jammu has initiated a magisterial inquiry to ensure a fair and impartial examination of the facts and circumstances leading to the incident,” read an order issued by DC Jammu.
The inquiry will be conducted by SDM Jammu South, it said.
“The Officer has been directed to complete the investigation within two weeks from the date of the order and submit a detailed report to the District Magistrate for further necessary action,” the order further said.
Earlier in the day, the family members received the body of the deceased youth Mohammad Parvez from Government Medical College Jammu in the morning hours and conducted his funeral in their native graveyard at Javed Nagar, Nikki Tawi area around 12:30 PM.
Followed by the funeral, the family members, along with prominent people of the locality, held a virtual interaction with top civil and police officers in the office of SSP Jammu, where they were promised a fair compensation and a job for one of the family members of the slain youth.
“The top civil and police officers, who participated in the meeting, either virtually or physically in the presence of SSP Jammu, assured us that within a period of 10-15 days, they will provide an adequate compensation and a job to one of the family members of the deceased youth,” one of the persons, who participated in the meeting told the Excelsior on condition of anonymity.
After the meeting, some family members, along with prominent Gujjar leaders staged a demonstration in Javed Nagar area, where they blamed police for killing the youth in cold blood.
“The deceased youth was not a drug peddler. But even if we believe that he was the one, who gave police the authority to kill him?” asked Gujjar activist Talib Choudhary.
Senior advocate Sheikh Shakeel also turned up at the protest, and sought action against those police officials, who allegedly killed Mohammad Parvez in what he called as cold blood.
Shakeel said that the incidents of targeted killing of the youth from a particular community are on rise from the past some time “and if the community doesn’t rise against these killings, such incidents would continue as usual”.
Meanwhile, Chief Minister Omar Abdullah, PDP chief Mehbooba Mufti and Minister Javed Rana have termed the killing of the youth as “unfortunate” and demanded a fair investigation into the circumstances leading to his death in Sure Chak area.
In a post on X, Chief Minister Omar Abdullah wrote, “The killing of Mohammad Parvez of Nikki Tawi in Jammu is highly unfortunate and deeply regrettable. Use of force by police has to be calibrated and cannot be indiscriminate.”
“This incident should be investigated in a transparent and time-bound manner. I send my condolences to the family of Mohammad Parvez. May Allah grant him Jannat,” he said.
PDP chief Mehbooba Mufti also wrote in an X post, “Mohammad Parvez, a tribal youth was killed by the police at Sure Chak, Police Station in Satwari yesterday (sic). He’s now been labelled as a drug peddler but even that may be the case we still live in a democratic country where justice is served through rule of law as opposed to khap panchayats or kangaroo courts.”
“Sincerely hope the DG takes cognisance of this shocking incident by ordering a time bound impartial probe. We must descend or condone a culture of extra judicial encounters because that’s precisely what alienates people,” she wrote.
While speaking with reporters, Minister Javed Rana also sought a fair investigation into the matter to probe the circumstances leading to the killing of the youth.
