Stop confrontation, start dialogue

Babu Singh
The present unprecedented and dangerous situation of Jammu-Kashmir State has further deepened the alienation of Kashmiri masses, created  dangerous upheaval, uncontrolled turmoil, extraordinary stage of separatist  Movement of Jammu-Kashmir and again aggravated the chronic political-military Indo-Pak confrontation. The hawkish and anti Pakistan-anti India hard stance of both India and Pakistan  in the form of Cold War-Hot War  postures is very unreasonable, irrational, counterproductive and contrary to the spirit of  Inter-dependent new  emerging world or globalised world.
Suffering of people
The Kashmiri Muslim community is a victim of suppression, due to  Jammu-Kashmir dispute, Indo-Pak confrontation, faulty JK policy and mishandling of Jammu-Kashmir dispute since 1947.The other regions and ethnic Communities–Jammu Region, Chenab Valley Region,  Poonch-Rajouri  Pathwari Region,  Ladhak region, Poonch-Bhimber-Mirpur Region of POJK and Baltistan-Gilgitstan Northern Region (including Kashmiri Pandits, Refugees and Sikhs) of  Jammu-Kashmir State (both the  divided parts of the Jammu-Kashmir) are also continuously suffering. The Kashmiri Pandits who were the part of Kashmiri identity, were forced to migrate from  the Kashmir valley have also  become   victim  of Jammu-Kashmir dispute and seperated from the  Kashmiri identity.
Civil war
The present Indian Union Government of BJP-NDA with  aggressive attitude and PDP-BJP coalition Govt in the JK State  misjudged, mishandled and further damaged the already disturbed and sensitive political situation of Jammu-Kashmir State like previous Govts. If the present dangerous and alarming situation of Jammu-Kashmir  is not normalized, this can push the entire Jammu-Kashmir State into a protracted civil war and  Indo-Pak  military conflict which can be converted into a deadly nuclear war. The Jammu-Kashmir dispute and Indo-Pak confrontationist politics, have  immensely damaged Jammu-Kashmir, India and Pakistan. The Jammu-Kashmir  dispute and Indo-Pak hostility are continuously aggravating militancy, counter militancy and mass unrest in Jammu-Kashmir. The Jammu-Kashmir dispute and Indo-Pak hostility are the biggest stumbling-blocks in the way of the development and advancement of Jammu-Kashmir, India, Pakistan and South Asia. The Govt should  immediately  tackle the Kashmiri protestors democratically and politically.
The historical genesis of dispute
The  Jammu-Kashmir  historical-political dispute was the outcome of communal National Vision(based on ‘Two-Nation’ communal theory of Muslim-Nationalism and Hindu-Nationalism), 1947-Communal Partition of India and Tribal Invasion at JK in 1947.
The Nature-Mankind Friendly Global Model firmly hold that the Jammu-Kashmir dispute and Indo-Pak historical dispute since 1947 are the biggest impediments before the development and advancement of Jammu-Kashmir, India, Pakistan and South Asia. The Indo-Pak historical disputes and Jammu-Kashmir  political dispute are continuously aggravating dangerous Indo-Pak confrontation, militancy and mass unrest in Jammu-Kashmir and promoting communalism, which are very counter-productive and contrary to the present Inter-dependent globalised world.
Adopt realistic approach
Today both India and Pakistan have become nuclear States and  Indo-Pak military conflict will be very dangerous and destructive for Jammu-Kashmir, India, Pakistan, South Asia  in particular and mankind in general. The Jammu-Kashmir, Indo-Pak and South-Asia have become  dangerous ‘Nuclear-Flashpoint’ of the world. Now what is to be done   for the resolution of very complex Jammu-Kashmir   dispute. The  historical experience  of JK  dispute  tells us that  in the past many bilateral Accords between India and Pakistan and between Union Govt of India and JK   have been done but all the bilateral Accords have  proved ineffective, because they were not in  tune with basic nature of JK dispute. The  unsettled historical-political dispute of Jammu-Kashmir, long historical movement in Jammu and Kashmir State and very painful suffering of Jammu and Kashmir people, India and Pakistan  demand from them to seriously rethink and revisit   their vision, approach and policy about Jammu-Kashmir  political dispute.  Then honestly  strive  for  the just, rational and permanent compromising solution of Jammu-Kashmir and Indo-Pak disputes through meaningful  dialogue.  But  the biggest stumbling blocks before the rational resolution of Jammu-Kashmir  dispute are the  communal mindset of communal partition of India 1947, confused, narrow and chauvinist hard line and rigidly adherent to unreal options [contrary to the  basic nature of JK dispute ] by different forces involved   in the Jammu-Kashmir dispute and lack of consensus among the different forces and parties. But unfortunately the present unprecedented uprising of Kashmir  pushed India and Pakistan  towards   hawkish and hard-line which   has further complicated the very complex Jammu-Kashmir problem and again aggravated the  dangerous Indo-Pak confrontation  which will  prove  counterproductive and suicidal  if not averted. The need of the present  situation and emerging global social reality is  to  shun the senseless path of mad confrontation, dilute  the communal mindset, fundamentalist approach and unreal stands taken by  all  sides involved in Jammu-Kashmir  dispute.
Solution
Today we are living in an inter-dependent globalized world  where the vision of ‘Narrow-Nationalism’, ‘Intra-National conflicts’ and ‘National-War’ have become irrational, irrelevant and contrary to the fundamental social reality of  globalized world. The global social reality, global peace process  and social rationality demands to initiate a meaningful  dialogue process. The  dialogue process should be initiated in the form of Conference of India, Pakistan and the representatives of both the divided parts of the Jammu-Kashmir. In the first phase of dialogue process, all the stakeholders (India, Pakistan and both the parts of Jammu-Kashmir) should strive sincerely to hammer out a realistic and broader consensus in the tune of very complex  basic nature of JK dispute. In the  dialogue process all the existing options and solutions of JK dispute should be discussed thoroughly without any pre-conditions. This will create a positive atmosphere of confidence, free and frank discussion, mutual understanding and rationalize the unreal and diehard approaches of the parties involved in the JK dispute.
The  Jammu-Kashmir dispute  should be resolved with the tune of Nature-Mankind Friendly Global Vision and Model. The Nature-Mankind Friendly Global Model proposes a compromising  solution of JK  dispute——The divided JK state should be unified into a Autonomous Federal State under Nature-Mankind Friendly Indo-Pak Confederation  (Indo-Pak joint administration) on equality basis with regard to  joint defence, joint external affairs,  Joint communication, joint initiative to save Nature and Mankind from the fundamental Global Challenge of Global Warming-Climate Change and unprecedented Social Inequality-Dehumanization, Nature-Mankind Friendly Joint developmental projects and joint clean energy projects. The   solution of Jammu- Kashmir under Indo-Pak  Confederation will  address, reconcile and harmonize the genuine interests of India, Pakistan and JK state. There should be Autonomous Federal Assembly of unified (unification of both the parts of Jammu-Kashmir State) Jammu-Kashmir State. The ethno-regional communities (Identities) under Autonomous Federal State should be accorded the regional autonomous status in the form of Regional Assemblies. The solution of Indo-Pak Confederation over unified  Jammu-Kashmir Federal State is based on the logic of emerging global social reality, trilateral global nature of Jammu-Kashmir dispute  and the demand of present Global Age to bridge the historical blunder of communal partition of 1947. The unified Autonomous Federal JK State can become a strong bridge between India and Pakistan. It will facilitate to solve  all the outstanding Indo-Pak disputes and will bridge 1947’s communal partition.
