SRINAGAR, Aug 9: Government informed the court that it is making every possible effort to mitigate the shortage of Anti-Haemophilic drugs in the hospitals and for this purpose has sought one week to submit a formal response before the court.
The Government through its counsel Mohsin Qadri (Sr. AAG) submitted before the Division Bench of Chief Justice Arun Palli and Justice Rajnesh Oswal that the authorities are making every effort to address the issue as raised in the instant PIL with regard to dearth of Anti-Haemophilic drugs in the hospitals. The authorities for this purpose have sought one week time from the court in order to submit a written response in this regard. The court granted the same and directed listing of case for further proceedings on August 26.
The counsel appearing in the PIL advocate Abdul Iman Muizz submitted before the court that the grievance as projected in the PIL is classified as of two fold one is total non-availability of Anti-Haemophilic drugs in the Hospitals of J&K at the moment despite requisitions, approvals, and sanction of budget and second is chronic and systemic issues of delayed, insufficient and irregular requisition, procurement, supply and release of Anti-Haemophilic drugs to hospitals in J&K.
In this regard a communication on 12.02.2025 came to be issued by the Head of Pathology, GMC Srinagar, to the Principal GMC Srinagar whereby a list of required Anti-Haemophilic drugs in the form of an annual demand filed through totaling to about Rs. 31.91 Crores (Rs. 31,91,50,760.5) has been forwarded.
The said demand, despite a huge delay and lapse of time, is yet to be release to the hospitals. Besides this, both advocates highlighted the chronic and systemic issues of delayed, insufficient and irregular requisition, procurement, supply and release of Anti-Haemophilic putting the lives of Haemophilic patients at peril.
A direction is sought upon the authorities at the helm of affairs to immediately ensure uninterrupted availability and supply of Anti-Haemophilic drugs and such other essential clotting factor concentrates to Government Medical College, Srinagar and all other designated treatment centers across the Union Territory of Jammu & Kashmir
It is further sought that a direction for release, without any further delay, the entire quantity of Anti-Haemophilic drugs lying stocked with Jammu and Kashmir Medical Supplies Corporation Ltd to the concerned hospitals, in furtherance of the annual and supplementary requisitions already raised.
