Stagnated PCB employees seek LG’s intervention

JAMMU, Jan 17: The stagnated employees of J&K Pollution Control Board (JKPCB) have demanded promotion of the employees of the Board who are stagnated on one post for last 20 years now.
In a statement issued here today, these employees have made an appeal to Lt Governor JK UT, G C Murmu and sought his immediate intervention in the matter. The statement said that the employees feel dejected and depressed as with a small re-organisation activity their genuine problems could have been addressed.
The handout issued by these employees said that there are many posts which are lying defunct since their creation in 1996 which could have been re-designated to recreate the posts which are needed presently with a very little financial implication for the Government and on the pattern of Flexi Rules (FCS) of Central Pollution Control Board (CPCB) MoEF of January 11, 2010.
They said apart from this there has been no creation since eight newly carved districts in the erstwhile State of J&K. The stagnated employees said that there has been no creation since 1996. In fact in 2007 when the then Government had asked for a fresh proposal for creation of more number of posts by writing to the authorities of PCB regularly many times but this long pending issue still remained unresolved.
This in fact has not only stagnated promotion and career progression of the employees but also put a question mark on the seriousness with which all this important issue was handled, the statement said, adding that the Department needs to be expanded on the lines of CPCB urgently by the LG who has recently directed the Administrative Secretaries to accord first priority to the human resource of every department.
The employees requested the Government to accord promotion of all those stagnated staff with a stagnation period from 15 to 20 years urgently as lot of dissatisfaction is brewing amongst these employees who are now at the verge of retirement. The aggrieved employees assured the Government that they will redouble their efforts in curbing increasing levels of pollution in J&K and Ladakh.
