Sports Council’s inspection team picks holes in demand of funds by NPCC

Up-gradation of Bakshi Stadium into FIFA level Football ground

JAMMU, June 3: The demand of more funds to the tune of Rs 11 Crores by National Project Construction Corporation Limited (NPCC) to complete the much awaited Bakshi Stadium into a FIFA level Football ground, has been rejected by the inspection team constituted by Department of Youth Services and Sports J&K.
The prestigious project to upgrade Bakshi Stadium into a world class FIFA level Football ground was sanctioned by the Union Ministry of Youth Affairs in the year 2016 under Prime Minister’s Development Package (PMDP). The up-gradation works were allotted in favour of NPCC, which had demanded over Rs. 11 crores more for completion of remaining works apart from the sanctioned amount in their favour.
In the month of March this year, the Executing Agency (NPCC) demanded more funds of Rs nearly 11 crores against the sanctioned cost of the project of Rs 40,00,51,305,00 crores for the completion of ongoing works of much awaited Bakshi Stadium into level of FIFA Football Ground including main pavilion, seating tiers, public amenities, external development and flood light.
Thereafter, the Commissioner Secretary Youth Services and Sports constituted a committee of officials of construction wing of Jammu and Kashmir Sports Council (JKSC) to look after the demand of extra funds, raised by the Executing Agency and inspection of works done by it so far with vide order of Secretary J&K Sports Council Order No: 173 of 2020-21 dated 26/3/2021.
The inspection team gave detailed report of works done by the NPCC along with serious observations regarding changing of designs in some works mentioned in Detail Project Report (DPR) after allotment of the works as well as extra works executed by the Agency outside the DPR, quality of works and reasons behind the exceeding of total cost and thus, the committee found that the demand raised by the NPCC regarding more funds is unjustified.
The works of up-gradation and renovation of the Stadium has been entrusted to NPCC Ltd by the Union Ministry of Youth Affairs & Sports (MYAS) with vide its letter no. 46-1IMYAS/RGKA/2014, dated October 01, 2016.
Thereafter, the NPCC had floated the tenders for the works viz civil and allied work, football ground and flood lights in which civil and allied works were allotted to M/s SK Integrated Consultant Delhi vide allotment No NZ-J/440602/BSSRG/LOI/322 dated 08/08/2017 for an amount of Rs 33 crores, whereas works of Football ground and flood lights were allotted to M/s Fayaz Engg Works Pvt Ltd Srinagar with worth Rs 1.58 crores and Rs 76 lakhs respectively.
“Although, 10 month times was to be decided during the allotment of the up-gradation and renovation of the Stadium from July 2017 (since Union Govt gave approval for the construction works ) but ironically almost four years have been lapsed, the companies still failed to complete the ambigious project, that too after missing several deadlines,” said sources in the Council.
As per the report, the civil works of extension of new block and up-gradation of exiting pavilion is almost completed except finishing part of flooring, ceiling, while works of setting tiers is partly completed in term of Kota stone grinding, repairs of Kota stones by way of grouting and most importantly overall works of football ground is just 30 percent completed while earth levelling, drainage and water sprinkling of Football ground is almost completed besides works of flood lights and chain link fencing is 90 and 70 percent completed.
The inspection team evaluated the works done by executing agency in three categories:
Earth works in foundation and plinth, RCC works and PCC works of worth Rs 604.98 lakhs which could not be measured due to the works have been done under the earth. “However, the committee evaluated these items on the basis of structural drawings submitted by NPCC,” the report read as.
While those items which were visible, exposed and above ground of worth Rs 260.31 lakhs has been measured by the inspection team along with the engineers of NPCC wherein the committee put forth serious observation regarding RCC Retaining Wall (RCC R.W) which has been executed instead of allotted brick retaining wall and PPR fittings instead of GI sanitary fittings, mentioned in the proposed DPR.
The executing agency made no correspondence regarding changes, result of it the cost of the project has been escalated, and the committee also mentioned that why the consultant proposed G.I pipes fittings instead of PPR pipes as he was aware that this work is to be executed in cold region at the time of framing the DPR.
The committee also observed that the consultant has missed to include some items in the BOQ submitted by him especially the item like PVC Sintex tanks and dismantling of wooden truss which also exceeding the cost of the project outside the DPR by the NPCC of worth Rs 124.16 lacs.
The committee explicitly mentioned that due to these works which was done out of the DPR, the project cost worth Rs 10.24 crores has been exceeded and the cost of the project can be minimised if the executing agency discussed the matter with the Government before changing the DPR.
Finally, the committee recommends following items to be taken up for execution for the completion of the project including Raising of Football field to the level of top of drain by six inches height Rs. 32.40 lakhs, plastering of boundary wall (internal side) Rs. 15.00 lakhs, Khatumband ceiling Rs 58.00 lakhs, Stadium plastic 18000 chairs with cost Rs. 600.00 lakhs, DG sets 1000 KVA of Rs. 160.00 lakhs, Panel room for flood lights with Rs18 lakhs and Sub-Station of Rs 150 lakhs with total of worth Rs 1133.40 lakhs.
