Para’s adjournment motion too disallowed

JAMMU, Feb 3: Legislative Assembly Speaker Abdul Rahim Rather today announced that he has rejected an amendment moved by Peoples Conference president Sajad Gani Lone on the issue of Article 370 and an adjournment motion of PDP MLA Waheed-ur-Rehman Para on alleged harassment of Kashmiris outside Jammu and Kashmir.

After the Question Hour was over, Sajjad Lone questioned the Speaker for disallowing amendments on Article 370, Article 35A, Statehood, and rationalization of reservation.
The Speaker said he had disallowed the amendment because the Rules prohibit discussion on matters that have already been debated or on which the House has already taken a decision.
On the issue of Statehood, the Speaker clarified that the restoration of Statehood is outside the competence of this Government.
“The issue of Statehood is out of purview of this Government. Only Those issues can be taken up on which the Government can give a reply,” Rather said.
Lone challenged the ruling, stating that he was not asking for a law to be passed on Statehood but merely expressing an intention regarding its restoration
The Speaker, however, asked Lone to convince him on the Rules. “If you convince me, I can revise my ruling,” he added.
The issue of the alleged harassment of Kashmir-natives in different parts of the country was also raised in the Assembly as the Speaker rejected an adjournment motion moved by PDP MLA Waheed-ur-Rehman Para seeking a discussion on the matter.
“There is no question of adjournment motion because the issues raised can be taken up through other means in an appropriate manner without disrupting the Question Hour, which can be used to make the Government accountable,” Rather said.
He said the J-K Government has already taken up the issue of harassment of Kashmiris with various state Governments and is thankful to the Uttarakhand Chief Minister for taking immediate action recently in one such case.
