Speaker meets House Committee Chairpersons, calls for making Panels effective, meaningful

Will submit reports in Assembly’s next budget session

JAMMU, June 2: Legislative Assembly Speaker Abdul Rahim today discussed Ways and Means to make “effective, result-oriented and meaningful” all nine House Committees set up by him, in a meeting with Chairpersons of the Panel in Srinagar today.

Rather told the Excelsior that besides Chairpersons of the Committees, concerned senior officers also attended the meeting.
The Committees were recently constituted by the Assembly Speaker.
“How to make the Government accountable by the House Committees was one of the agenda of the discussions held today,” he said, adding the Panels will start holding meetings after Eid.
They will submit their reports during next budget session of the Assembly as they have tenure of one year, the Speaker said.
The meeting was convened to discuss Panels’ functioning prescribed to them under the Rules of Procedure and Conduct of Business in J&K Assembly
Rather exhorted upon all the Chairpersons of Financial and other Committees to work with utmost dedication in close coordination with the Assembly Secretariat to ensure efficient functioning of their respective Committees.
During the meeting, the Speaker briefed the Chairpersons about their roles and responsibilities. He emphasized upon ensuring effective coordination and collaboration between the Government departments and the Committees for their efficient, expeditious, transparent and result oriented functioning.
The Speaker emphasized upon the Chairpersons to play a proactive role in ensuring that the executive branch of our Government is held accountable for its actions.
“You have to foster a culture of accountability and transparency in governance, providing a platform for the citizens to voice their concerns for redress,” he told the House Committee Chairpersons.
He affirmed that the Assembly Secretariat will provide them all possible assistance. He expressed hope that AG’s office, GAD, Law, Justice and Parliamentary Affairs departments will not only assist the Committees but also play an important role in implementing their recommendations.
Rather stressed on maintaining dignity and decorum of the Committees.
Chairman of Committee on Public Accounts, Sham Lal Sharma, Chairperson of Committee on Estimates, Shamim Firdous, Chairman of Committee on Public Undertakings, Ali Mohammad Sagar, Chairman of Ethics Committee, Surjeet Singh Slathia, Chairman of Committee on Privileges, Nizam-ud-din Bhat, Chairman of Committee on Government Assurances, Sajad Gani Lone, Chairman of Committee on Subordinate Legislation, Hasnain Masoodi and Chairman of Committee on Petitions, Pirzada Farooq Ahmad Shah were present on the occasion and gave their suggestions to make these Committees more effective.
Commissioner Secretary, General Administration Department, M Raju; Secretary, Legislative Assembly, Manoj Pandita, Deputy Accountant General J&K, Special Secretary Law and officers of Assembly Secretariat were present in the meeting.
