But with this widespread use comes the need for responsible behaviour, especially for those representing Government entities. The Jammu and Kashmir Government’s recent directive reminding employees to follow social media guidelines highlights the importance of professionalism and trustworthiness in online interactions, particularly for public servants. The issuance of Government orders, coupled with the reinforcement of existing guidelines and rules, reflects a proactive approach towards addressing the challenges posed by the misuse of social media by Government employees. The circular issued serves as a reminder of the boundaries that must be observed when utilizing social media platforms.
One of the key concerns highlighted in the circular is the unauthorised communication of official information. By reiterating the prohibition on sharing official documents or engaging in discussions that could jeopardise national security, the Government aims to safeguard sensitive information from falling into the wrong hands. Moreover, the circular addresses the issue of employees expressing disparaging views on prohibited subjects. By channelling complaints through established mechanisms, Government employees can ensure that their concerns get addressed systematically and constructively. The circular also warns against participating in dubious activities such as giveaways and contests on social media platforms. These schemes often serve as breeding grounds for scams and malware dissemination, posing a threat to cyber security. Jammu and Kashmir remains a region of immense sensitivity, marred by nearly four decades of terrorism and separatist movements. History has shown that a single provocative social media post can spark unrest in the area. Past incidents are stark reminders that the region is still vulnerable to disruption, with lingering sleeper cells and external adversaries seeking to exploit any opportunity to incite trouble. While significant strides have been made in curbing terrorism, the presence of dormant threats cannot be ignored. With parliamentary elections looming on the horizon, the administration is acutely aware of the need to prevent any potential loopholes from being exploited by anti-national elements. Despite the Government’s efforts to dismiss Government employees engaged in anti-national activities, there remains concern regarding the presence of individuals who could pose a threat to peace and stability.
The Government’s directives are not intended to stifle freedom of expression or discourage constructive engagement on social media. Rather, they serve to delineate the boundaries within which Government employees must operate to uphold the principles of accountability, transparency, and professionalism. By adhering to these guidelines, Government servants can effectively leverage social media as a platform for disseminating accurate information, engaging with citizens, and promoting the Government’s policies and initiatives. Utilising social media effectively and fostering positive engagement with the public is the need of the hour. However, striking a balance between maintaining professional decorum, ensuring information security, and upholding freedom of expression is crucial.
