Sluggish engineering depts put fund utilization at risk: JKPCCC

SRINAGAR, Jan 23: The Jammu and Kashmir Central Contractors Coordination Committee (JKPCCC) today urged authorities to ensure the full utilization of allocated funds for the current financial year to prevent wastage.
The general secretary of the committee, Farooq Dar, expressed concerns that nearly 40% of the funds might remain unutilized due to slow progress. He said that out of the Rs. 1.18 lakh crore budget for the financial year, approximately Rs. 22,600 crore had been allocated for developmental works, but a significant portion remains unspent.
Dar blamed the inefficiency of officers, particularly those holding additional charges in the engineering departments, for the sluggish pace of work.
He highlighted that officers with additional responsibilities are often over burdened, leading to delays in development projects and public hardships. Dar also criticized the lack of promotions and transfers in engineering departments, which has resulted in stagnation.
“Jal Shakti, Public Works, and Urban and Rural Development has assigned additional charges to engineers,” he said.
Dar emphasized that underutilization of funds undermines the developmental vision of the Lieutenant Governor.
