SKIMS forms panel for 5-year development plan

Mandated to steer clinical, academic reforms

SRINAGAR, Jan 17: The Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Soura, has constituted a high-power Institutional Planning and Development Committee (IPDC) as part of a major initiative aimed at the holistic transformation of the premier medical institution.
The newly constituted committee has been tasked with preparing a detailed Five-Year Institutional Development Plan for the period 2027-2031, along with a comprehensive Annual Plan for 2026-2027.
The plans, as per the details, are intended to guide the institute’s growth across clinical services, academics, research, infrastructure and administration. As per its mandate given to the high power committee, the IPDC will focus on academic development, strengthening of clinical services, promotion of research and innovation, and infrastructure expansion.
It will also focus on human resource planning, financial management, IT and e-governance, and improvement of patient care quality and accreditation standards.
It has been tasked to collect proposals from all departments and allied institutions, integrate them into a consolidated plan and align them with national health policies and institutional priorities.
The committee will also define clear goals, timelines and performance indicators, and recommend mechanisms for monitoring and evaluation.
It will function in an advisory and planning capacity, with its recommendations to be placed before the Director, SKIMS, for final approval.
The IPDC has been directed to meet regularly, preferably on a quarterly basis, while its tenure has been fixed for five years, running concurrently with the Five-Year Institutional Development Plan, unless reconstituted earlier by the competent authority.
As per officials, the committee is in line with the SKIMS’s focus on a structured, evidence-based and collaborative approach to long-term planning, which, they said, aimed at reinforcing its status as a leading medical institution and improving healthcare delivery in the region. With the issuance of the order for the constitution of the committee, it has been stated that all previous instructions and orders related to institutional planning at SKIMS stand superseded.
The committee will be chaired by the Director, SKIMS, who will also function as Ex-Officio Secretary to the Government.
Other members include the Dean, Medical Faculty, SKIMS; the Principal, SKIMS Medical College and Hospital, Bemina; the Principal, College of Paramedical Sciences, SKIMS; the Principal, Mader-e-Meharban Institute of Nursing Sciences and Research (MMINSR), SKIMS; the Additional Director, SKIMS; the Director of Finance, SKIMS; the Medical Superintendent, SKIMS.
It will also have all Heads of Departments of SKIMS as members, including the Chief of Materials Management, SKIMS; the Coordinator of the Engineering Wing, SKIMS; the Head of the Estates Department, SKIMS; the Executive Engineer (Civil), R&B Division, Soura; the Executive Engineer, Mechanical and Hospital Division, Soura; and the Assistant Executive Engineer (Electric), Sub-Division SKIMS/JVC.
While the Statistical Officer, Planning Section, SKIMS, will act as Member-Secretary of the committee, the IPDC has also been authorised to co-opt any other internal or external member, as and when required.
