*Bars direct complaints, enforces protocol

SRINAGAR, June 6: The authorities at Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Soura, have pulled up its employees, including some Heads of the Departments, for bypassing superiors and not following the prescribed communication channels for grievances redress or claims.
As per directives issued in this regard, it has been stated that submission of representations directly to other authorities, bypassing the prescribed channel of communication, has been viewed seriously.
The employees have been asked to refrain from bypassing superiors or using informal channels, including public grievance portals. The administration SKIMS, Soura has directed to ensure the daily submission of staff attendance to the Director’s office, as well as the mandatory maintenance of movement registers to curb unnecessary absences.
The institute has also imposed curbs, noting that only designated officers may communicate with the media, prohibiting unauthorized interactions.
SKIMS stressed that as per practice, whenever a Government servant wishes to press a claim or seek redressal of a grievance related to service rights or conditions, “the proper course is to address the immediate superior officer, head of office, or such other authority at the appropriate level who is competent to deal with the matter in the Organization.”
The directives noted that it has come to the notice of the Administration that employees, including some Faculty Members, Heads of Departments, are directly representing to higher authorities about various matters, including service-related issues.
SKIMS warned that strict adherence is required in this regard, with severe consequences for violations.
Appropriate disciplinary action will be taken against those who violate these instructions, authorities warned, underlining that such actions can be treated as unbecoming conduct under the Jammu & Kashmir Civil Services Conduct Rules, 1956.
“It is clarified that it includes all forms of communication, such as emails, WhatsApp, social media, or public grievance portals,” it stated.
The authorities directed that no officer of the institute shall present themselves before the media, including print, electronic, or social media, regarding any press briefings or communicating anything related to official dealings.
