BHUBANESHWAR, Jan 3: Surbana Jurong Infrastructure PTE Ltd., a Singapore-based firm, will finalize the draft service area for the master plan of Bhubaneswar’s proposed new city. Once the service area is approved, Surbana Jurong will undertake the comprehensive master planning of the new city, identifying priority projects for the short, medium, and long term.
Each project will outline clear objectives, scope of work, timelines, and ideal urban design. The firm will also provide technical support for preparing the Detailed Project Report (DPR).
Bhubaneswar Development Authority (BDA) Vice-Chairperson Chanchal Rana noted that a Memorandum of Understanding (MoU) between the BDA and Surbana Jurong was signed on January 17, 2025, during the visit of the President of Singapore to India.
Following detailed discussions, the draft service area for the new city master plan has now been finalized. The city is set to be developed over approximately 800 acres, covering the Gauthapatna, Malipada, and Daspura Mouza areas as part of the Bhubaneswar Development Plan (BDP).
This proposal was approved in a state cabinet meeting on September 10, 2025.
A virtual meeting chaired by Housing and Urban Development Secretary Usha Padhee on Friday confirmed that the service area will include preparation of the overall city structure and road guidelines, clarifying the geographical and developmental layout of the new city.
Detailed design guidelines will cover developable areas, key zones, catalytic projects, city centers, main development corridors, public spaces, and natural areas such as forests.
Padhee directed the BDA to maintain close coordination with all stakeholders and complete the master plan within the prescribed timeline.
She emphasized that this project is crucial for the well-planned, sustainable, and future-ready development of Bhubaneswar.
