SCW files chargesheet in fraudulent appointment case

JAMMU, Aug 30: The Special Crime Wing (SCW) of Crime Branch Jammu has filed a chargesheet against two persons in a high-profile case of fraudulent appointment in the School Education Department.
A Crime Branch official said the case was registered in 2022 after a complaint alleged that Vijay Kumari Thapa of Bhagwati Nagar had managed her appointment as a lab bearer in 2002 using a fake matriculation certificate purportedly issued by Punjab School Education Board.
He said a verification later confirmed that no such record existed, proving the certificate was forged.
The Crime Branch official further said the investigations revealed that Thapa’s actual date of birth was September 19, 1959, making her around 43 years old at the time of appointment-above the permissible age for a Class-IV post.
By using the forged certificate, he said, Thapa secured appointment, later regularisation, promotion, and drew over Rs 29 lakh in salary between 2002 and 2019, causing financial loss to the Government.
According to him, the probe further found that Sakeena Bano, then Principal of Government Girls Higher Secondary School Canal Road, failed to verify Thapa’s documents despite clear directions from higher authorities.
“Her omission led to charges under Section 166 RPC,” he said.
On the basis of evidence, the Crime Branch official said, offences under sections 420, 465, 467, 468, 471, and 201 RPC were established against Thapa, while Bano was charged under Section 166 RPC and a final report has been filed before the court for judicial determination.
Pertinently, the investigation was initially conducted by DySP Anita Katil and later by DySP Javaid Iqbal Tabassum, under the supervision of SSP Special Crime Wing Jammu, Sanjay Parihar.
