JAMMU, Mar 17: All J&K S/C, S/T, OBC and Minorities Adhikar Manch, with the support of various like minded organizations took out a rally in support of UGC Equity Regulation-2026 here today.
Representatives from various bodies including– Bhim Army JKUT, All J&K OBC Maha Sabha, All J&K Megh Sabha, All India Backward Classes Federation, Azad Samaj Party, All J&K Sain Samaj, Shiromani Akali Dal JKUT, Bhim Kranti Sena, Ravi Dass Sabha, Kashyap-Nishad Samaj, Batwal Community, Mahasha Biradri, Barwala Community, Sayara Biradri, Lohar-Tarkhan Community, Backward Classes Union participated in the programme. The participants unanimously expressed strong support for the UGC Equity Regulation 2026 and conveyed dissatisfaction on the stay imposed by the Supreme Court of India on its implementation.
The rally was held under the chairmanship of Narinder Dutt Bhagat in the presence of Bansi Lal Choudhary ( OBC Mahasabha). The Rally passes through main bazaars and Jewel Chowk, below Gumat Chowk, Vivekanand Chowk and back to Press Club. The participants raised slogans….. `Implement UGC-2026.’
Kasturi Lal Basotra, Chief Patron of All J&K Sain Samaj and Purshotam Thappa, president Bhim Kranti Sena detailed that the UGC regulatory framework had been operating largely in an advisory capacity since 2012 and lacked statutory strength and enforceability. It was further stated that the UGC Act 2026, which came into force on January 13, 2026, marks a historic and transformative legislative milestone.
Pawan Kumar Loni, president Bhim Army shared his personal experiences and highlighted the need to prevent discrimination and atrocities against SC, ST, OBC. He urged the Central Government to take effective steps to vacate the stay order imposed by the Supreme Court of India so that the implementation of the UGC Equity Regulation-2026 can be processed.
Faquir Chand Satia, president All India Backward Classes Union said that education of SC, ST, OBC and Minorities students are facing caste discrimination in the higher institutions since long time. Despite the UGC Regulation-2012 the discrimination with these castes has been increased.
