JAMMU, Feb 16: The members of All India Confederation of SC/ST/OBC Organisations and allied social bodies, have flashed a letter to the Prime Minister Modi in support of UGC Act- 2026, through Divisional Commissioner Jammu here today.
Led by R K Kalsotra, JKUT president of the Confederation, the members have strongly supported the UGC Act and appealed the Prime Minister that it should be implemented in letter and spirit. They said UGC regulatory framework had been operating largely in an advisory capacity since 2012, but it lacked statutory strength and enforceability.
They further claimed that the enactment of the UGC Act -2026 which came into force on Jan 13, 2026, marks a historic, progressive and transformative legislative milestone. The members of the reserved categories stated that the Legislation has been widely welcomed and appreciated by the beneficiary communities across the region, as it promises to correct historical disadvantages, institutional exclusion and systematic barriers that have persisted for generations. However, it is a matter of deep anguish that certain sections are opposing it.
They further claimed that the stay has led to widespread disappointment, anxiety and a sense of uncertainty among the beneficiary communities. They appealed to the Prime Minister to take cognizance of the concerns and the aspirations of SC, ST, OBCs and women, genders, handicapped and minority communities regarding the UGC Act 2026.
