Funds being misused, says Kullay

JAMMU, Apr 2: Sports Minister Satish Sharma was today again targeted by a couple of MLAs for not properly distributing the funds to Assembly constituencies and for showing works of Bani, Kathua and other areas in Billawar constituency.

BJP MLA from Billawar Satish Sharma was on his feet after the Minister read out reply to his question during Question Hour in the Assembly saying a sports stadium has been shown as completed in his constituency which is total lie. Another sports stadium is no where to be seen, he added.
The MLA Billawar said one stadium of Basohli and some works related to sports from even Bani and Kathua districts have been shown in his constituency.
This prompted Speaker Abdul Rahim Rather to remark that the Government wants you (the MLA Billawar) to make leader of three Assembly constituencies.
The MLA said the sports works shown completed in his constituency only pertained to the Government schools.
The Minister, however, tried to shift blame on previous Governments saying they inherited this and assured the member that rural and border belts will get preference in sports infrastructure.
Meanwhile, Independent MLA from Shopian Shabir Ahmed Kullay, was also on his feet saying the Minister has shown that his constituency got Rs 4 crore but, on ground, not even Rs 10,000 have been spent.
Later, speaking to reporters outside the Assembly, Kullay said they (the Minister) say his constituency has been given Rs 4 crore for sports infrastructure but on ground no funds have come and no works have been done.
“What kind of funds allocations these are? Some Assembly constituencies have been given Rs 25 crore or Rs 30 crore while others have been given zero amount or just Rs 50 lakh. Is this the equal distribution”? Kullay asked.
He said the Central Government has been generous in giving funds for sports and thousands of crores of rupees have come during last five years. However, he alleged, the funds have been misused here.
“Some sports events are done in the City only to take funds from the Centre,” Kullay said.
It may be mentioned here that yesterday also, Sports Minister Satish Sharma was grilled by some of the MLAs during Question Hour in the Assembly over irrational allocation of funds for raising sports infrastructure in the Assembly constituencies.
