SAC approves 8531 N-G posts in Police Deptt

88 new Services under PSGA

SRINAGAR, Oct 4: In a significant decision aimed at enhancing the existing promotional avenues of the Non-Gazetted cadre of the Police Department and address their stagnation, the State Administrative Council (SAC) which met here today under the chairmanship of Governor, Satya Pal Malik accorded sanction to creation of 8531 Non-Gazetted posts in the Police Department in a phased manner, over a period of 3 years (2018-19 onwards) with the corresponding reduction of 8531 posts of constables.
Advisors to Governor, B B Vyas, K Vijay Kumar and Khurshid Ahmad Ganai, Chief Secretary BVR Subrahmanyam and Principal Secretary to the Governor Umang Narula were present at the meeting.
2847 Posts have been approved for creation in the financial year 2018-19. The posts are 122 Inspectors, 830 Sub Inspectors, 838 Assistant Sub Inspectors and 1057 Head Constables.
2842 posts have been approved for creation in the financial year 2019-20. The posts included 120 Inspectors, 829 Sub Inspectors, 836 Assistant Sub Inspectors and 1057 Head Constables.

The Home Department will notify inter-se distribution of these posts, amongst various Wings, in consultation with the Police Headquarters (PHQ). The Home Department will also notify appropriate instructions in tune with the recommendation of the Committee constituted for the purpose.
The decision taken by the SAC will help address the stagnation at various levels in the Non-Gazetted cadre of the Police Department, improve their promotion prospects significantly besides boosting their morale for more efficient and effective service delivery.
The SAC accorded sanction to the proposal of the Planning, Development & Monitoring Department (PD&MD) to integrate the ‘Jhelum Tawi Flood Recovery Project’ (JTFRP) as a Project (unit) with the J&K Economic Reconstruction Agency (ERA) and authorized ERA to make such consequential changes in the processes or structures as may be necessitated by the integration and also to enter into any correspondence or discussions with the Department of Economic Affairs (DEA) of the Union Ministry of Finance and the World Bank, as may be required.
In the aftermath of devastating floods of September 2014, the Project ‘Jhelum & Tawi Flood Recovery Project’ (JTFRP) was sanctioned by the World Bank for an amount of 250 million U.S. Dollars.
The society (J&K ERA) was constituted as a Special Purpose Vehicle for implementation of externally aided Projects within the territorial limits of the state (J&K) as its operational areas. The agency works under the guidance and supervision of a Board of Governors headed by the Governor.
The issue of poor performance of projects under the JTFRP since the inception of the project has been under review at various levels for quite some time now with only 2% expenditure so far in 3 years. In this process, the constraints and institutional bottlenecks hampering the accelerated pace of execution have been identified.
The matter was further discussed in the 21st meeting of the Board of Governors of J&K ERA. Given, the mandate of ERA to conceptualize and implement EAP and PPP projects, it was noted that ERA had acquired the requisite expertise in the procedures and guidelines followed in the case of externally funded projects and would ensure a seamless and quick execution process. Therefore, developing a parallel expertise in another agency would not only be time consuming but unproductive too.
In view of this, the SAC decided to integrate the JTFRP as a distinct unit (Project) within the overall ERA structure. Consequently, CEO ERA will now be the overall CEO of the integrated unit, while the Planning Development & Monitoring Department will be the administrative department of the integrated unit.
Meanwhile the SAC has approved the inclusion of 88 new services under the Jammu & Kashmir Public Services Guarantee Act (J&K PSGA).
The services brought under the ambit of J&K PSGA are 3 in Tourism, 13 in Industries & Commerce, 12 in Handicrafts, 4 in Geology & Mining, 27 in Labour & Employment, 2 in Forest, one in State Pollution Control Board, 2 in Fire & Emergency Services, 1 in PW(R&B) Department, 4 in Food, Civil Supplies & Consumer Affairs, one in Finance Department, 4 in Agriculture Production, one in Revenue,three in J&K Employees Provident Fund Organization and 10 in Housing & Urban Development Department.
After enactment of the PSGA, 95 services had been notified as public services till date. With the inclusion of these new 88 services, the number of public services brought under the ambit of PSGA has reached 183.
The decision is a step forward in providing timely and hassle-free delivery of services to the citizens across various departments/agencies within a stipulated time frame.. Most of the services are to be provided online which shall expedite the delivery of these services.
