Revamp Education Department

Sir,
This has a reference to news item “Review of Education Department” by Chief Minister published in this paper on 24 Apr. In this connection, I would like to say that the present State Govt is on the right way to streamline the functioning of Education Department, but these short term measures and on the spot decisions will not solve this complex problem. First of all the Govt should recognise Education as a priority section. Secondly, a high level committee of all stakeholders from Primary to Higher Secondary Level should be constituted with due representation to reputed Educational experts to formulate a detailed plan of action through time bound order on Re-organisation of Education Department. The Department has expanded during last fifteen years, but the Administrative and Academic sector has not been expanded as per need. As a result, we are at lowest level of Supervision, administration and academic excellence.
The basic unit of school education i.e. The Education Zone should be up-graded and more Education Zones should be created immediately. Each Zone should not have more than sixty schools and the post of Zonal Education Officer should be upgraded  for Administrative and Supervisory control over high schools also. At State Level there should be Director General of School Education and separate Directorates should be sanctioned for Higher Secondary, Secondary and Elementary Education with full Tehsil, District Level Staff in  the offices. The schemes like Mid-Day Meal, SSA, RMSA and civil works should be detached from present District and Zonal Level officers and separate project officers should  be appointed for these schemes with full staff at zonal level and district project officers for these schemes at district level.
