Agriculture is the main stay of the rural population and socio economic development with 60 percent population dependent on it. There is an urgent need to strengthen the existing extension system in Agriculture sector for rapid growth and diversification in Agriculture sector which is essential for achieving food security and better economic returns. The State of Jammu and Kashmir lags behind in this sector because there is inadequate trained man power.
Whereas some 2642 B.Sc Agr. Graduates were engaged as Rehbar-e-Zirat in Agri production Department as per the road map prescribed in the Cabinet decision vide Govt Order No. 20 Agr of 2007 dated 6.2.2007. Vide Govt. Order No. 235 Agr of 2011 dated 10.8.2011, a policy for regularization of Rehbar-e-Zirat candidates against the post of Village Agriculture Extension Assistant was formulated.
As per Cabinet decision, REZ registered with the Department are to be regularized in three phases. In Ist phase 881 REZ regularised w.e.f. 1.4.2014, 2nd phase 881 from April 2015 and remaining in 3rd phase in April 2016. Subsequently, the first batch REZ from Kashmir Division was adjusted from April 2014. But in the matter of Jammu candidates, the files are being flung here and there.
The crux of the problem is the absorption of the Agri. Technocrates. In order to avoid litigation regarding batch pattern, over age cases, merit assigned on the basis of qualification and weightage (as approved by the Govt) and above all indicators of discrimination with Jammu candidates. I propose the following suggestion:
All the Rehber-e-Zirat candidates numbering 2642 be absorbed against the posts of village Agriculture Extension Assistant in Agriculture Production Department, on the pattern of Probationary Officers as Agri Asstts. w.e.f. 1.4.2014 with 9300/- as base Pay with no perks in the scale of 9300-34800 and grade pay 4200/- and be considered as full fledged Govt employees. After completing one year, they all be given a pay scale w.e.f. 1.4.2015 so that the issue is resolved for ever.
