State Administrative Council in its meeting held on 22.10.2019 had directed for regular promotions of Power Development Department on fast track at departmental level without referring to Public Service commission as one- time exemption and whole process was supposed to be completed within 02 months by 30.11.2019 (GO No. 191-PDD of 2019 dated 23.10.2019).
It took nearly four months for the SAC decision to even get translated into a committee for recommending the proposals for regularization of engineers of Power Development department for placement before the establishment committee. General Administrative Department vide its order no–308-JK[GAD] of 2020, Dated- 02/03/2020 constituted a high powered committee under the chairmanship of Administrative Secretary Power Development Department to examine , scrutinize and recommend the cases of the engineers of Power Development Department for regularization. The committee had in its fold members of Finance Department, Law Department and General Administration Department among others.
After nearly six months ie on 1st September 2020 the empowered Committee having completed the marathon exercise of preparing, scrutinizing, examining the regularization proposals of 45 Executive Engineers and 179 Assistant Ex. Engineers as Executive Engineers /Superintending Engineers and Chief Engineers all of whom are retirees from year 2000 to 2018 recommended them to General administration department for placement before the establishment committee.
The General Administration Department initially raised query regarding non submission of the updated vigilance clearance in respect of the incumbents of the proposal. The Power Development department took up the matter and in lieu of the Vigilance clearance provided the integrity certificate from the Head of department and counter signed by the Administrative Secretary PDD.The certificate very clearly pointed out if there was any FIR/PE or anything against the incumbents and cases of such engineers were withheld by the empowered committee before submitting to the GAD. The said procedure was adopted in the backdrop of the fact that these pertained to retired engineers who had retired as early as 2007 and some of them had expired/ settled abroad/ ill and not in a position to personally provide their complete details as stipulated for the vigilance clearance.
Since the proposals under consideration zone were only of retirees so, General administration department in terms of the State Administrative Council meeting held on 22.10.2019 giving one time exemption to expedite the cases of regularization of Engineers of Power Development Department placed the proposals before the establishment committee on 29th July 2021. The proposals didn’t receive the nod of the establishment committee headed by Chief Secretary with objection being raised on the exemption of vigilance clearance. The proposal which was to be completed within 02 months by 30.11.2019 as per the SAC Decision dated 22.10.2019 was turned back even after nearly 2 years that too when it had only retired engineers.
The Government if it is sincere about running the power development department as a business unit must not neglect the Human Resources who hold the key to the turnaround of the Power Sector in Jammu and Kashmir. It must take steps out of box as warranted under rules to clear the backlog of the retired engineers awaiting their regularization since 15 years. This shall go a long way to boost the morale of serving engineers who are foreseeing gloomy days ahead.

The condition of Chenani-Latti road had been highlighted earlier also through these esteemed coloumns, but the authorities have not taken cognizance of the matter yet.
The road connectivity is of great importance for the residents of this area as they face great inconvenience in ferrying house-hold items or building material from other towns. Not only this, people also face hardships in shifting patients to hospitals at other places. Students too find it difficult to make to and fro movements on regular basis.
Being located at a remote place, no one bothers to redress this problems. It seems the authorities have abandoned this place for ever.

Water shortage hits water supply in Kaghote
The people of both the Panchayats of Kaghote village are facing water shortage these days. There are two Panchayats-Kaghote A and Kaghote B. Water shortage problem has erupted in these villages after a landslide hit the main supply line some 15 days ago. Since then the villagers are reeling under water shortage. Though the Jal Shakti Department was apprised of the situation, it has failed to restore water supply in the area so far.
We request the District Administration to take note of the situation and restore the water supply at the earliest.

Repair Muthi road
The road stretch infront of JDA flats Muthi Camp road is in deplorable condition for a long time now.
The motorists face tremendous hardship while passing over this portion. The problem aggravates further when there are rains, as water accumulates here in potholes which remain out of sight for motorists during this period. Vulnerability increases during night hours.
A number of accidents have already taken place at the stop. There will be no let-up in the cases, in case, the JMC authorities do not repair the road at the earliest.
The JMC authorities, one expects would visit the spot to see for themselves the situation and take measures accordingly.

Villagers demand bridge over Tawi
This is to draw the attention of the District Administration Udhampur towards the problem being faced by the villagers of Barkund, Srar,Baup and Matloa in Chenani due to absence of a concrete bridge to cross river Tawi. At present the people are using trolley ropeway to cross Tawi at village Barkunda. There is apprehension among the residents that the rope may snap anytime, and which may result into an untoward incident.
We have written to the concerned authorities about the matter a number of times but no action has been taken so far. Therefore, it is once again requested that trolly ropeway system be replaced by a concrete bridge.

Issue regularisation orders
It is indeed a welcome step that the J&K School Education Administrative Department Civil Secretariat Jammu issued the placement orders of 1700 Lecturers as some time back to strengthen the education system in J&K UT.
But, at the same time, it is pertinent to mention it here that thousands of Incharge Principals, Lecturers, Headmasters, ZEO(s) and equivalent are also waiting for their due regularisation orders for past over a decade but their regularisation orders have not been issued as yet. These Officers and Officials have couple of times submitted through proper channel their Integrity/Degree Certificates, the details of their respective posting and other allied documents but unfortunately even then their regularisation orders stand issued no where.
Besides, the remaining left over 1192 regularised /direct recruit lecturers are also waiting for their placement as senior lecturers for over a decade. Most of these employees have retired, likely to retire and some have left for heavenly abode.
Therefore, keeping the above submissions and facts in view, a forceful plea is made to the Administrative Secretary to Government J&K School Education Department to be kind enough to issue the regularisation orders of the above mentioned Officers and Officials and the placement orders of the remaining left over lecturers as senior lecturers in the fitness of the things so that they may get encouraged to work with more zeal, zest, dedication and devotion to yield better results – output for the greater good of the students and the J&K School Education Department as whole as well.
