SRINAGAR, May 30: The Government today revealed that all the Chief Medical Officers in Health Department are working on adhoc basis (incharge) since 2003.
This was revealed by the Government’s counsel before the Jammu and Kashmir High Court during the hearing of a petition over adhocism adopted by the department over the years.
A Division Bench of the court comprising Chief Justice MM Kumar and Justice MH Attar today pulled up the Health Department and expressed its concern over adhocism adopted on the posts of Chief Medical Officers (CMO’s), Medical Officers, Senior Consultants, including Director Health Services Kashmir.
When the Bench asked senior additional Advocate General, Javed Ahmad Kawoosa, about the list of CMO’s, he submitted that no CMO is working on regular basis from 2003 till date.
The court expressed its concern over the adhocism adopted. “You are giving undue benefit to those who do not deserve to hold the post,” the court observed.
The Bench deferred the hearing of the matter till June 5 after submission by the counsel for the department and counsel for Public Service Commission.
“The name of appellant Dr. Mohammad Ashraf Bhat has been sent for consideration to the PSC for promotion to the post of Senior Consultant-A from B-Grade Specialist and his name in the list is at Serial No.25 in the discipline of surgery,” Kawoosa submitted.
The counsel for PSC, Azhar-ul-Amin submitted that DPC has already been conducted on May 15 and its finalization is in process.
