JAMMU, Jan 23: Shri Amar Kshatriya (Rajput) Sabha, Jammu & Kashmir, has strongly opposed the University Grants Commission’s new Equity Regulations, 2023, alleging that the provisions marginalise students from the general category and violate constitutional principles of equality.
A meeting in this regard was held at Rajtilak Bhawan, Purani Mandi, Jammu, under the supervision of the Sabha’s President, Bishan Singh Jamwal. Speakers at the meeting expressed concern over the composition of Equity Committees formed in colleges, claiming that the absence of representation from the general category goes against Article 14 of the Constitution, which guarantees equality before law.
The Sabha alleged that the regulations presume that individuals from the general category cannot be victims of discrimination, leading to one-sided inquiries. It was argued that committees lacking balanced representation violate the principles of natural justice and could result in biased investigations.
Members warned that such provisions could create divisions within educational institutions, foster caste-based polarisation, and undermine merit and social harmony. The Sabha further claimed that the regulations would negatively impact the self-respect and mental well-being of students from the general category .
The Rajput Sabha demanded that the UGC and the government withdraw the new regulations and reconstitute the Equity Committees with mandatory representation from the general category to ensure fairness and impartiality.
The meeting was attended and addressed by several members, including General Secretary Mangleshwar Singh Slathia, Executive Member Narinder Singh, District Presidents Pawan Dev Singh Jamwal (Jammu Urban) and Bilbir Singh (Jammu Rural), along with other senior members of the Sabha.
