Raj Dy CM Diya Kumari presents Rs 24,313 crore deficit state budget

JAIPUR, Feb 11: Rajasthan Deputy Chief Minister Diya Kumari on Wednesday presented a Rs 24,313 crore deficit state budget 2026-27 and dedicated it to the cause of “Service, Security and Good Governance” to all, particularly the weaker sections.

Presenting her third successive budget in the state assembly here, Diya Kumari in her capacity as Finance Minister, said, “The budget size of Rs 6,10,956 crore symbolises our ambition and commitment for the achievement of the goal of Viksit Rajasthan 2047. It is based on the estimation of revenue receipts of Rs 3,25,740.14 crore and revenue expenditure of Rs 3,50,054.07 crore, hence expected to end the fiscal year with a revenue deficit of Rs 24,313.93 lakh.”

The budget makers have also estimated the fiscal deficit at Rs 79,492.52 crore. This “fiscal deficit constitutes 3.69 per cent of the gross state domestic product (GSDP) and hence, stood within the permissible limits, she said, summing up the key budget data.

“Moreover, with our sustained efforts we have succeeded in reducing the budget deficit by around Rs 8000 crore,” the FM said.

During her over 2-hour and 50-minute speech, Diya Kumari said: “Immediately after assuming power in the state in December 2023, we had set our eyes on the prime goal of making Rajasthan developed and self-reliant by 2047. We have formulated and adopted a vision document comprising ten resolved (pillars) that we devised 2 years ago to achieve our goals. This budget today is also composed of these 10 pillars.

Rounding off, on the achievements of the state government, she said “We have been working on this Viksit Rajasthan 2047 vision document for 2 years and have achieved encouraging results.

“We have succeeded in elevating the life of kisans by taking many initiatives, increasing their income and facilities. We have even adopted the first green budget, dedicating it for cause of environmental and ecological enrichment last year.

“We have also succeeded in improving water and electricity availability and supply, expanding coverage of social security pensions and also hiked their amount. Besides this, we have taken many steps that resulted in increasing job avenues for youths, raising the economic status of common man and per capita income in the state,” she said.

Diya Kumarri said per capita income in the state has risen from around Rs 1.61 lakh to Rs 2.03 lakh per annum.

In infrastructure strengthening, the first of the 10 pillars, Rs 1,800 crore has been proposed for laying of the roads, repair, upgradation of state highways, flyovers, elevated roads. Provision of Rs 1,400 crore has been made for non-patchable crore road, Rs. 600 crore for Missing Link Roads, and Rs. 500 crore for 250 Atal Pragati Paths.

Expenditure of Rs. 400 crore has been earmarked for the development of approach roads of industrial areas and logistic parks.

Besides this, allocation of more than Rs 3000 crore has been proposed for many other road works in the state.

For drinking water head, provision of Rs 5000 crore has been proposed for Jal Jivan Mission (Urban) for covering 6245 villages along with those cities that have worked on masterplans.

Constitution of Bureau of Water Use Efficiency has also been proposed by the FM.

Under the second Pillar, for enhancing the quality of life with improved civic amenities, installation of 7 lakh Street Lights is proposed in the state. Besides this, a special fund Rajasthan Structured Enabler for Transformative Urban and Infrastructure Financing Fund( RAJ-SETU) is also being floated.

In the medical and health care sector, modern Rest Houses will be constructed in hospitals attached to six medical colleges of Jaipur, Ajmer, Udaipur, Jodhpur, Bikaner and Kota. Atal Arogya Food Courts, with an investment of Rs 100 crore are also proposed in the budget.

For industrial development and investment promotion, the Inland Container Depot (ICD) and Multi-Modal Logistic hubs will also be developed.

In human resources development, Rajasthan State Testing Agency (RSTA) will be set up on the lines of National Testing Agency (NTA) to ensure more transparent and efficient arrangements for conducting different entrance and or recruitment exams, Diya Kumari announced. The interest subsidy to 1 lakh beneficiaries on loans under the Chief Minister Self Employment Yojna was also announced.

A new programme – Rajasthan Mental Awareness Mentoring and Treatment for All (Raj-MAMTA) will be launched. Mental Health Care Cell would be set up at the district headquarters under the programme, she said.

Under good governance and digital transformation, a Drone Policy is being made and a State Drone Cell for AI/ML based Data Repository is to be set up.

In the social security arena, under the popular Lakhpati Didi loan scheme loan ceiling is being increase from Rs. 1 lakh to Rs 1.5 lakh for Lakhpati Didis, 50 new enterprises are being floated for Rs 20 Crore and ‘Raj Sakhi Stores’ are being mooted at division level.

In the Tourism, Art and Culture sector, an ultra-luxury Special Tourism Zone (STZ) will be formed in Khuri-Jaisalmer and a Tourist facilitation Centre will be set up in Kuldhara.

A unique ‘Thar Cultural Circuit’ including Jaisalmer, Jodhpur, Bikaner, Barmer and Jalore will also be made, besides a War Museum in Jhunjhunun.

Irrigation facilities upgradation, and farmers welfare initiatives also get over Rs 12,800 crore allocation.

Under the Haryalo Rajasthan mission, Namo-Nursery at the district headquarters,

Namo Van at each Panchayat Samiti in a phased manner and ‘Oxy-zones’ in 16 districts at the cost of Rs. 32 crore will also come up.

And as part of measures for achieving the USD 4.3 trillion economy by 2047, the FM has enhanced allocation by 7.59 per cent in the agriculture budget and presented a separate agriculture budget.
