Pvt Members’ bills sent to Deptts for reply, LG’s nod received for money bills

Pending draft legislations also to be taken up

JAMMU, Feb 27: All Private Members’ bills, pending since October session of the Legislature held in Srinagar last year, are alive and will be taken up during ongoing budget session of the Assembly for two days after the House resumes on March 27 following break.
“We have received several new legislations from the MLAs. They have been sent to the concerned Government departments for their reply. The money bills have been sent to the Lieutenant Governor for approval,’’ officials told the Excelsior.

They said the Private Members’ bills which couldn’t be taken up during October session of the Legislature in Srinagar will be carried forward and listed during two days reserved for the private draft legislations in the budget session.
They said the Assembly Secretariat has received the Lieutenant Governor’s approval for some of the money bills sent to him and they will be listed during the current session.
A number of Private Members’ bills have also been sent to the concerned departments for their replies, which are awaited in some of the cases.
“Once the replies are received from the department, the bills will be finalized,’’ the officials said.
Describing some of the bills as significant, the officials said a good number of them pertained to public interests.
However, they said, the Private Members’ Resolutions which are not listed during the session for which they have been submitted by the legislators, get lapsed. This, however, is not the case with Private Members’ bills.
During last budget session held in Jammu from March 3 to April 9, 2025; the Private Members’ bills and Resolutions were not taken up due to uproar in the House over Waqf Amendment bill by the Parliament. Some of the bills were later taken up during October session of the Assembly held in Srinagar.
Every MLA was entitled to submit 20 questions (10 each in starred and un-starred categories), two Private Members’ bills and four Private Members’ Resolutions. While January 12 was the deadline for submission of questions, for Private Members’ bills, it was January 15. The MLAs were asked to submit Private members’ Resolutions by January 17.
As per the officials, there are some legislators who have not submitted Private Members’ bills.
While first leg of the budget session ended on February 20, the Legislature session will resume on March 27 and last till April 4. The Assembly session started on February 2 with the LG’s Address while Chief Minister Omar Abdullah, who holds charge of the Finance Department, , presented budget on February 6. The budget has been listed for the legislature approval on March 27.
In the remaining session, two days each have been reserved for the Government business i.e. the Government bills, Private Members’ bills and Private Members’ Resolutions.
